I-HSTORY: The City of Coppell annexed portions of the Vista Ridge Business
Park in 1986 and 1990, including the property currently requested
for rezoning. In connection with the annexation proceedings, the
City held public hearings to establish the existing zoning and
reinforced those decisions by adopting a new Official Zoning Map
in 1991 as part of Ordinance 91500, the current Zoning Ordinance.
TRANSPORTATION: Denton Tap Road is a P6D, a six-lane divided (120 foot r.o.w.);
currently, a two-lane roadway; the S.H. 121 Bypass will be built
to freeway standards with access roads in 450 feet of r.o.w.

COMPRFJ-IF~NSIVE PLAN: The 1987 Comprehensive Plan shows this property outside
the boundaries of the planning area.
DISCUSSION: While action on the proposed preliminary plat is not totally dependent
upon the results of the companion rezoning request, the applicant may
wish to reconsider the plat based on the decision regarding rezoning. If
the zoning requires a 50-wide buffer along 121, the plat will need to show
it. With or without this stipulation in the zoning case, the City can
require a street connection across the drainageway on the west side of the
tract. Without a street connection, there will be no convenient access
between the proposed homesites and the proposed middle school, unless
a hike-and-bike trail is constructed in its stead.
Note: The applicant has now provided a hike-and-bike trail easement
satisfactory to the Leisure Services Department.
RECOMMF~NDA~ON TO THE PLANNING AND ZONING COMMISSION:
Staff recommends either:
Approval of the preliminary plat, subject to Engineering
comments, and with modifications to provide the 50'-wide
buffer, or ~
Disappwval of this preliminary plat and later consideration
of a revised plat under the same application.

south side of Spur $$$ (also known as Vista Ridge Blvd.), east of
Denton Tap Road, and north of Denton Creek, at the request of
Carter & Burgess, Inc.

Preliminary Plat Comments:
1. Permission will be required from Lone Star Gas to extend the street over their easement.
2. Any access to the state highway will also require TxDOT approval.
3. The correct visibility easement should be shown.
Preliminary Drainage Area Map Comments:
1. Erosion protection should be provided adjacent to Lot 1, Block D and Lot 18, Block J and
adjacent to the street that fronts Lots 17-22, Block E.
2. The 10 foot inlet in front of Lot 4, Block D should be relocated to a property line.
