Upon review of the contract between the City of Coppell and Ed Bell Construction Company for
the referenced project the payment for overtime inspection services on Saturdays was not
addressed. Therefore, this letter is to inform you that all requests for payment of overtime
inspection service from the beginning of the project will be rescinded.
However in the future, for the City to provide inspection service on Saturdays proper notification
must be made. The City's policy regarding Saturday inspection service requires the contractor to
notify the City no later than noon on the Wednesday before the requested Saturday work. The
request to work may be withdrawn prior to 3:00 p.m. the Friday preceding the scheduled
Saturday workday.
Recently, Larry Davis was notified that Ed Bell Construction Company would work on Saturday
July 22, 2000 pouring concrete paving. Larry Davis was on the job to provide inspection
services on that date, as requested, but was told no work would be done because concrete trucks
were not available. In the future, if Ed Bell Construction Company requests inspection service
be provided on a Saturday and then does not perform work, the City will charge your company a
minimum of 4 hours for the inspection fee.

As a result, we request that we be permitted to work on July 29, 2000 and that the appropriate
level of inspection be available on that day.
