Subject: Review of RFQ Submittals for the Project
On October 25, 1999, the advertisement for Requests for Proposal for the above project closed. Five
proposals were received from interested candidates. Following is a review of the proposals, which were
received from these five candidates with a listing of the requested information, along with how each
responded.
CONTENTS OF PROPOSAL
(The following was required in the RFQ for each candidate to submit)
The Proposal shall be concise, complete and the following will be required for the evaluation
process.
1. Names and Qualifications of the Design Team which will be involved
with the plan development.
a. Hatfield Halcolm Architects
Names of Project Team members listed, qualifications - experience, awards and accomplishments
listed for three principals to be involved, no others listed. MEP and Structural Engineers listed but
no experience or qualifications.
b. Isaac Molina Architect
Names and qualifications of two Project Team Members listed with appropriate experience. Mr.
Molina will utilize a design-draftsperson to assist with the creation of the design documents.
c. ROFDW Architects
Full resumes of Project Team Members with relevant experience listed. Resumes of MEP,
Structural and Civil Engineers included, with relevant experience.
d. Ron Hobbs Architects
Full resumes of Project Team Members with relevant experience listed. Resumes of MEP,
Structural, Civil and Landscape Architectural included, with relevant experience.
e. VAI & Associates
Full Resumes of Project Team Members with relevant experience listed. Resumes of MEP, Civil,
Structural, Landscape Architectural and Construction Cost Management are included, with relevant
experience.
2. Include appropriate state registrations.
All respondents included appropriate licenses and registrations
3. A list of relevant projects and clients (include contact person and phone
numbers) that may be contacted for references and verification of
background.
a. Hatfield Halcolm Architects
Names of references are listed separate from any project with which they were involved, no contact
person is listed for each project.
b. Isaac Molina Architect
No references or contacts listed.
c. ROFDW Architects
References are provided with examples of work following.
d. Ron Hobbs Architects
References are provided after examples of relevant experience.
e. VAI & Associates
Relevant project experience listed with contact person, small photo of finished product included.
4. Submit appropriate examples of similar work, which characterize the
elements and products that can be envisioned for the project. Detail the final
products your firm proposes for the project and detail your firm's ability to
provide the final product in various computer formats.
a. Hatfield Halcolm Architects
Proposal lists many municipal projects. Remodel of Carrollton Service Center only Service Center
experience. Indicate working on Farmer's Branch Service Center master plan, no details.
b. Isaac Molina Architect
Proposal lists six projects from $2.5 to $10 million. No municipal services center projects listed.
c. ROFDW Architects
Proposal lists several municipal projects including one service center currently under design for
Temple, Texas. National Guard Armory, other municipal experience.
d. Ron Hobbs Architects
Several Municipal Service Centers listed including City of Hurst and Rowlett facilities of a similar
size and budget.
e. VAI & Associates
Several Service Centers listed including City of Plano, Dallas and Corsicana.
5. Provide an outline that details the proposed steps your firm will follow to
achieve the desired result and a tentative time frame for completion of the
process. Indicate the areas of the process which will include staff input as well
as how the staff input will be incorporated into the process.
a. Hatfield Halcolm Architects
Outline of the basic structure of anticipated steps toward reaching the final product. No time-frame
in included for completion.
b. Isaac Molina Architect
Outline of the basic structure of anticipated steps toward reaching the final product. Indicates
much city involvement in design, through entire process. No time frame is included for completion.
c. ROFDW Architects
Thorough outline of the anticipated steps involved in arriving at a finished product, including time-
frame chart showing different aspects of the project. Anticipate 30 weeks or 210 days for
completion of design, ready for bidding.
d. Ron Hobbs Architects
Thorough outline of the anticipated steps involved in arriving at a finished product, including time-
frame showing different aspects of the project. Anticipate 32 weeks or 224 days for completion of
design, ready for bidding.
e. VAI & Associates
Thorough outline of the anticipated steps involved in arriving at a finished product, including time-
chart showing different aspects of the project. Anticipate 122 days or 17 weeks for completion of
design, ready for bidding.
6. Provide a written description of your firm's ability to undertake a
project of this magnitude and give examples of what makes your firm qualified
to provide this service.
a. Hatfield Halcolm Architects
Proposal lists computer application capabilities, experience, design excellence, history of repeat
work. Size of firm-allow personal attention.
b. Isaac Molina Architect
Proposal describes principal's qualifications, accomplishments and major projects.
c. ROFDW Architects
30+ personnel providing all required specialties, innovative and flexible. Assign a Project Manager
to the project to ensure construction administration is performed properly.
d. Ron Hobbs Architects
Proposal discusses projects completed and associated costs, firms background, team approach to
design, computer application capabilities and a list of complete services offered by the firm.
e. VAI & Associates
Committing 13 professionals to this project with over 300 available, if necessary; a client focused
team will be formed with a Project Manager assigned the project to give the city one point of
contact.
METHOD OF SELECTION
From the Proposals received it is our opinion that VAI & Associates provided the most concise,
well researched, most easily read and best presented information. VAI has experience in providing
similar services to clients like the City of Coppell and they provided what appears to be a time-line
for completion of the project which would best meet the needs of the city.
VAI & Associates demonstrated a clear understanding of the project by including a Landscape
Architect and a Construction Cost Manager on the design team along with the necessary engineers
and building architects. This shows that the site will not be excluded fi.om consideration while
siting the building or the laying out of the necessary site elements.
