HISTORY:
The City of Coppell annexed portions of Vista Ridge Business
Park in 1986 and 1990, including the property currently requested
for rezoning. In connection with the annexation proceedings, the
City held public hearings to establish the zoning. On March 10,
1998 the Coppell City Council approved a zoning change from
MF-2 to PD-SF-7.
TRANSPORTATION:
The S.H. 121 Bypass. will be built to freeway standards and
currently contains one-way access roads, each 33 feet in width
within 450 feet of right-of-way.

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property as suitable for
medium density residential uses.
DISCUSSION:
The final plat as submitted conforms substantially with the approved
preliminary plat. However, the drawings require a few minor corrections.
These are listed as recommended conditions of approval.
The approved preliminary plat, as well as this Final Plat show a
decleration lane from Vista Ridge Blvd. to be installed west of Park
Highlands Drive. After careful review by the Engineering Department,
staff believes a decleration lane located west of Natches Trace Drive, in
the existing right-of-way on the S.H. 121 Bypass frontage road, would
better serve this particular subdivision.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
The planning staff recommends approval of the final plat subject to the following conditions
being met:

Consolidate Note 2 and 15 as one.
Dedicate the Hike and Bike Trail easement shown along the southern property line to the
City of Coppell.
Show the 15' sanitary sewer easement along the southern property line.
Correct the adjacent zoning shown as "HC' to "SF-7'.
The homeowners association document will have to be approved by the City Attorney
prior to the plat being filed with Dallas County.
This property is impacted by the Park Development ordinance stipulating a fee of
$1,285.00 per dwelling unit. (See Leisure Services Department comment.)

The approved preliminary plat specifies that a decleration lane will be constructed at Park
Highlands Drive. However, further investigation has led to a recommendation to relocate
the proposed deceleration lane to Natches Trace, as this is the first street serving this
development. This location is consistent with the placement of deceleration lanes for
previous phases of Vistas of CoppeR, and should serve the development more effectively.
