Dear Mr. Ratliff:
In reviewing the status of funds remaining from the 1984 Bond
Program with Mr. Trando, we have determined that there is
approximately $485,000 Surplus Funds available for unspecified
projects.
After reviewing the City's needs and ~bligations, the attached
list was prepared showing the recommended priority and amounts.
Also attached are supplemental sheets providing additional
information about the projects.
Additionally, a list of traffic signal projects which are already
funded is included in the recommended list of projects for 1988.
Please advise if you should need any additional information.

Re: DeForest Road Water Line
Dear Mr. Ratliff:
Bids were received on May 28, 1987 for the above referenced
project. A bid tabulation has been previously sent. We have
reviewed all the bids and recommend that the city of Coppell
award a contract to Texas Diggers, Inc., Keller, Texas, in the "
amount of $58,000.00 for construction of the DeForest Road Water
Line Improvements.
It is recommended that only the base bid be accepted. Alternate
1 ($27,750) was for 2" HMACP overlay of DeForest Road. Alternate
2 ($11,250) was for off-site 2" PVC water lines. Alternate 3
($20,000) was for off-site 2" copper lines.
Please take the necessary steps to place this item on the
earliest Council agenda for approval. Upon receipt of your
authorization we will prepare the contract documents for
execution by the contractor and city, have a preconstruction
conference, and prepare a notice to proceed order.
We have enclosed a cost summary sheet for this project. Should
you have any questions, please contact us.

MEMORANDUM

SUBJECT: DeForest Road Water Line
This project was bid as an emergency item in December 1986 and
most recently was re-bid on May 28, 1987. In separate submittals
we have provided a tabulation of bids and our recommendations
in regard to awarding a contract.
Before Council awards a contract, there are a few items that
should be known.
RIGHT-OF-WAY: There is an uncertainty concerning the right-of-
way of DeForest Road, whether it exists or not. In April 22,
1986 correspondence from Nathan Maier Engineers, they indicated
the right-of-way is 40 feet. This is a result of a 30' pre-
existing dedication available in some cases through prescription;
and, a dedication by Kenwood Homes and Dimension-Brooks
Corporation in the platting of their development (Raintree
Village).
A number of the property owners north of the existing DeForest
Road have indicated they would not dedicate any right-of-way
since their deeds call for'their property line to be along what
is considered the south right-of-way line of DeForest Road.
The city attorney has indicated that by prescriptive rights, the
right-of-way is in place.
In order to prevent the city from becoming involved in any
litigation due to construction of a water line not within a city
right-of-way, a clarification needs to be made. We would
respectfully request that Council Member Walter Pettijohn assist
in this matter, since he is knowledgeable of and sensitive to the
area residents.
ASPHALT OVERLAY
Alternate 1 of the recent bids provided for a 2" thick asphalt
overlay of the entire length .of DeForest Road for a cost of
$27,750. It was not recommended to accept this alternate at this
time, but if city council so desires, this could be made a part
of the contract.

MEMO TO: Residents and Property Owners
SUBJECT: DeForest Road Improvements
We made a presentation to the City Council of the City of
Coppell on Tuesday, July 8 at a regular scheduled meeting.
The following information was presented and discussed.
1) Construction plan for a 27-ft. wide concrete street
conforming to Coppell subdivision ordinance has been
completed by Nathan Maier Consulting Engineers.
2) The proposed street, if brought out of the 100 year
flood plain, would require additional right-of-way for
slope easements onto private property along the north
side of the road.
3) The developers are not willing to construct the road in
the 100 year flood plain along the existing elevation of
the existing road.
4) Additional hydraulic studies indicate that land north of
DeForest could be reclaimed and the question arises
whether or not a 27-ft. street would be adequate for
future development.
5) The adjacent developers have agreed to provide an
asphalt overlay and clean out the ditches for better
drainage and will escrow $350,000 with the City for the
future improvements of the road.
6) The City of Coppell does not have in its bond program an
additional $100,000 2or its part of the improvements
cost.
After presentation of the above facts, it was our recommendation
that the City of Coppell accept the terms described in item 6
above and accept the money for escrow at this time and provide
an asphalt overlay of the existing right-of-way.
The Council voted to accept our recommendation.

Re: Improvements to DeForest Road from MacArthur Blvd. east to its
terminus
Dear Frank:
Triland Development Company ha~ retained o~r firm to develop plans and
specifications for the improvement of DeForest Road. We have completed a
preliminary design for the project, and I believe that we are now ready for
presentation of our design to the citizens and City Council of Coppell.
Our analysis revealed a number of constraints which influenced the design
and will directly affect the suitability and cost of the final roadway. These
constraints are as follows:
1. The right-of-way for DeForest Road is currently 40 feet. This
right-of-way is the result of a 30' pre-existing dedication,
available in some cases through prescription, and a dedication by
Kenwood Homes and Dimension-Brooks Corporation in the platting of
their developments.
2. Much of the roadway is within the lO0-year floodplain of Denton
Creek. Any permanent facility which would provide uninterrupted
fire and police protection should be elevated to at least the 100-
year water surface elevation.
3. The fences existing to the north of DeForest Road cannot be
disturbed.
4. A recent drainage study, completed by Carl Anderson and Associates.
indicates that the property north of DeForest Road can be reclaime~
from the lO0-year floodplain.
5. This property may not yet have attained its highest and best use.
6. There are severe local drainage problems along DeForest Road which
cannot be exascerbated through planned improvements to the road.
7. In designing the Lakes of Coppel! subdivision, our firm assumed that
the ultimate DeForest Road would be constructed at an elevation
above the lO0-year floodplain. Therefore, in many cases, the alleys
and lots adjacent to DeForest Road are at elevations and grades
inconsistent with the existing elevation of DeForest Road.
8. The citizens currently residing along DeForest Road were assured by
Trlland that DeForest Road would be improved in some manner concur-
rently with development wiLhln the Lakes of Coppell.

The aforementioned constraints, some of which are mutually exclusive.
have introduced severe design problems which I feel need to be considered.
Specifically:
1. .~he elevation of the 27' section of roadway above the lO0-year flood
level cannot be accomplished within a 40-foot right-of-way without
construction of retaining walls. Also, driveway access to the
roadway would necessitate reconstruction of said driveways outside
of the 40 foot right-of-way.
2. To construct roadways without retaining walls would require 10' to
15' slope easements on the north side of DeForest Road.
3. The construction of the 27-foot section would create adverse
drainage conditions and an insufficient right-of-way for
construction of facilities to alleviate same.
4. The effects of elevating DeForest Road above the Denton Creek
Floodplain have not been determined through hydraulic analysis.
5. Should the area north of DeForest Road be redeveloped, a permanent
roadway greater than 27 feet wide' would be required. It is
Inconsistent with the City of Coppell's policies to allow construc-
tion of concrete "temporary roadways."
Due to the problems that will be created by.elevating and paving DeForest
Road, I recommend the following course of action:
1. Grind the existing DeForest Road asphalt and apply a 2" thick
asphalt overlay, following essential existing profile grades.
2. Excavate the existing ditch north of DeForest Road, replacing and
providing driveway culverts where necessary to provide adequate
local storm drainage.
3. Triland should escrow funds necessary to pave a 27' concrete section
on DeForest Road. These funds ~ould then be available for the
Clty's participation, in the ultimate improvement of DeForest Road.
I would appreciate your comments and suggestions on this lingering
problem.
