TRANSPORTATION: Denton Tap Road is an existing six-lane divided thoroughfare contained within a 100 foot right-of-way; Parkway Boulevard is a developed C4D, 4-lane divided collector in an 105'-wide right-of- way. Item # 10 COlVlPI~F~H'~NS1VE PLAN: The Comprehensive Plan shows the property as suitable for neighborhood retail uses. DISCUSSION: The proposed retail building is located in the City's Town Center District which stipulates that a detailed site plan must be reviewed and approved by both the Planning and Zoning Commission, as well as by City Council. In addition, the Town Center Architectural Review Board will review the development proposal. Staff has carefully reviewed the site plan and elevations and evaluated the building form using the Colleyville's Commercial De.~ign Overlay District Architectural Guidelines as recommended in the CMC report. Based on staff calculations, the building would meet those guidelines for the most restricted business district. The subdivision regulations identify this particular location as one of the primary city image zones and has established certain standards regulating the plant material to be used in these specked areas. A minimum of 40% of street trees along Denton Tap Road should be Cedar Elms. The applicant is showing only 16% . Staff appreciate~ the lighting and glare notation on the Site Plan, especially when there are residential subdivisions to the south and east of this site. RFJSO~ATION TO THE PLUG AND ZONING CObibllSSION: Staff recommends approval of this preliminary plat with the following conditions being met: 1) 3) 4) 5) Correct title block reference from Final Plat to Preliminary Plat.
