Subject: Commercial Property at 121 and Macarthur
TO whom it may concern,
y name is Dean Palmer and am the President of the Vistas of Coppell Home
Owners Association. I have a few questions regarding the proposed
development by Centex at the Southwest corner of Highway 121 and Macarthur
Blvd. A Mr. Dan Anderson of Centex phoned me this week informing me of his
employer's plans to construct commercial property at the subject
intersection'and specifically a turning lane from 121 into the development
which would encroach on common property of our HOA. My questions follow:
1. If our HOA were to approve the subject turning lane, is our compensation
for forfeiting this property exclusively a product of negotiations between
us and Centex?
2. What recourse does Centex have if we deny their request?
3. What are the legal restrictions imposed by the city and/or state for ~
construction of a dividing wall between the commercial property and our "',
residential community? Would it be constructed atop a berm as is the case
with the existing wall between the Vistas neighborhood and Highway 1217
4. What other restrictions might the city impose regarding noise pollution,
maintenance of the dividing wall, maintenance of easement areas adjacent to
Forest Hill Drive and drainage away from the Vistas of Coppell development.
5. Has any consideration been given by either Centex or the city to
modifying the median of Macarthur to enable northbound traffic to turn west
onto Forest Hill Drive? Currently considerable north-bound traffic - not
only residents of the Vistas, but families with children attending Coppell
Middle School North and Denton Creek Elementary - perform a U-turn on
Macarthur to enter Forest Hill. The proposed layout of the commercial
development will instead invite that traffic to traverse through its parking
lot to access Forest Hill.
6. Does your office have knowledge of the construction schedule for this
development? If so, when is construction expected to be completed?
