RE: Coppell Road Reconstruction (ST 98-01)
Dear Sirs:
In late April, 2000 the City of Coppell was working with the Asbury Manor HOA to
resolve a tree issue associated with the Coppell Road Reconstruction project (see attached
letter). Specifically, the City identified a 26" caliper pecan tree located within the Asbury
Manor common area that needed to be either protected or removed and replaced. The tree
in question is located on the south bank of the drainage channel separating Asbury Manor
and Villages of Cottonwood Creek VI.
Following is a list of the major issues concerning this tree:
· The pecan tree is an obstruction to reconstruction of the drainage channel in Asbury
Manor.
· The tree is in a state of distress due to existing adjacent development. Its life
expectancy is uncertain.
· The cost of preserving the tree will be approximately $20,000 to $30,000 more than
the cost to remove and replace the tree with an 8" caliper tree.
You state in your letter that a developer would be required to preserve this tree. In this
case, the developers of Asbury Manor and Villages of Cottonwood Creek VI did
"preserve" the tree, but could not protect the tree from the effects of development. The
City is in a position to replace an unhealthy tree with one that will be an asset for many
years to come.
In your letter of April 30, 2000 you state that the HOA will accept the removal and
replacement of the tree under two conditions. First, the tree removal would include
removal of the entire root system. Second, the replacement tree will be a live oak with a
minimum eight-inch caliper. These conditions are acceptable to the City and, in fact, will
likely result in the best long-term solution.
The City's plan for the channel work will be as follows: remove the tree and its root
system; rework the channel embankment; armor portions of the channel as 'necessary; sod
the remainder of the channel; replant an 8" caliper tree. Understand that the planting of

this tree may come x}ear the end of the construction project when other planting activities
are being completed. Also, the tree will need to be irrigated and maintained by the HOA.
