HISTORY: The City of Coppell annexed portions of the Vista Ridge Business
Park in 1986, including the property currently under consideration,
and rezoned the property from "A" to "HC" in 1990. On
February 15, 1996, the Planning and Zoning Commission
disapproved a preliminary plat for the property pending its
decision on a companion request for an "SF-7" Planned
Development District. On March 21, 1996, the Planning and
Zoning Commission approved the zoning and preliminary plat.
City Council approved the zoning on May 14, 1996. On
September 10, 1996, Council approved the preliminary plat for the
proposed subdivision, retaining approval authority for the final plat.

TRANSPORTATION: The Highway 121 By-pass will be built to freeway standards with
access roads in 450 feet of right-of-way. (The service roads from
the Tarrant County line to The Colony are scheduled for
completion within 2 years. The timing of the upgrade to freeway
status is dependent upon whether or not the project is approved as
a toll road.)

COMPREHENSIVE PLAN: The Comprehensive Plan shows this property as suitable
for low-density residential development.
DISCUSSION: The proposed lot layout conforms with the approved preliminary plat
except for the number of lots. In refining the layout, it became possible
to increase the Phase 1 lot count by one. If the total number of resulting
lots had exceeded the number permitted by the PD zoning district, this
increase would not be allowable. However, the design of Phase 2 yielded
fewer lots than originally proposed and approved. Therefore, the total
number of lots in the overall PD is six less than the total number
authorized.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the f'mal plat subject to submission of
documents to annex this phase into the Vista Ridge Homeowners
Association and City Attorney approval thereof.
