Dear Mr. Earle:
Included with this letter is a copy of the development fee table for Phases lA, 2A and 2B.
The fees have been adjusted in accordance with the Water, Sanitary Sewer and Alternative
Drainage Improvement Agreements approved by City Council on April 23, 1996. Those
agreements provide for a credit against future impact fees on the Vista Property in the
following amount: Water - $ 304,200; Sanitary Sewer - $ 75,150; and Alternative
Drainage Improvements (to be used to offset Roadway Impact Fees) - $145,000.
There are several guidelines on utilization of the credits. I am fully aware that Centex has
acquired Vista Properties. However, for tracking purposes, I would appreciate a letter
from Vista Properties assigning the aforementioned credits for water, sanitary sewer and
roadway impact fees to Centex. At that time, the "Bank" will be set up in the name of
Centex. Based on calculations performed by the City, the following represents the water,
sanitary sewer and roadway fees due for the various developments with the remaining
available credit.

Concerning the Park Fee, it is my understanding that the Hike and Bike Trail will be

credits and the balance of the "Bank" please indicate by letter form at your earliest
convenience.
