In connection with the annexation proceedings, the City held public hearings to establish the existing zoning and reinforced those decisions by adopting a new Official Zoning Map in 1991 as part of Ordinance 91500, the current Zoning Ordinance. TRANSPORTATION: Denton Tap Road is a P6D, a six-lane divided (120 foot r.o.w.); currently, a two-lane roadway; the S.H. 121 Bypass will be built to freeway standards with access roads in 450 feet of r.o.w. Item # 6 SURROUNDING LAND USE & ZONING: North - vacant; City of Lewisville South - vacant; Denton Creek Fast vacant; Highway Commercial "HC" West - vacant; Planned Development "PD-133 FP, HC, SF-12, SF-9" COMPRF~HENSIVE PLAN: The 1987 Comprehensive Plan shows this property outside the boundaries of the planning area. DISCUSSION: Action on the proposed preliminary plat is dependent upon the results of the companion rezoning request. If the property which the Coppell Independent School District proposes to acquire is not rezoned, and if the remaining property south of the Highway 121 Bypass is rezoned as separate planned development districts, the proposed plat cannot be approved because the area of 5000-square-foot lots exceeds 35 % of the property. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Consistent with its recommendation regarding the rezoning, staff recommends disapproval of this preliminary plat and later consideration of a revised preliminary plat under the same application. Information should be provided on the flood protection provided by the levee. The Coppell Floodplain Ordinance requires that the height of the levee be based on the standard project flood elevation plus 3 feet of freeboard. 2. Any access to the state highway will also requi~e~TxDOT approval. 3. The correct visibility easement at Bella Vist~nd ~ista Ridge Blvd. should be shown. The 45' x 45' is incorrect. 4. The lot layout (Lots 15, 16 & 17, Block N) should be the same on the plat, water and sewer and drainage plans. This will affect the placement of inlets. Drainage Comments: 1. Positive overflow will be required at all low point inlets.
