RE: Early Starts for Model Homes in Waters Edge Addition
Dear Mr. House:
I have reviewed your request for building permits on Lot 1 of Block A and Lot 1 of Block B.
Those two lots are situated at the intersection of Teal Lane and MacArthur Blvd.' It's my
understanding that the request is made so that homes can be constructed concurrently with the
construction of the improvements in the Waters Edge addition.
This request cannot be supported at this time due to the following reasons:
.--V) The construction plans have not been finally accepted for the project.
~f No contracts for any improvements have been submitted to the City, along with
the appropriate construction fees.
~-3) All other fees associated with this project have not been paid.
4) The construction of the homes this early in the construction of the infrastructure
could create conflicting problems between the various construction trades on site.
5) I have a concern about congestion on MacArthur Blvd., when people choose to
park on MacArthur during the construction of the homes.
.,6) The plat has not been filed of record.
I know your intent is to have the homes completed by late January. This is not the only request
we are receiving along this stretch of MacArthur. It is my opinion that this request is premature.
It would be more appropriate to request the building permits at such time as the above items are
completed and a portion of the infrastructure has been installed.
Our Subdivision Ordinance speaks to the issuance of building permits, in the fact that they will
not be issued until completion of all improvements within the subdivision and acceptance by the
City. However, the Subdivision Ordinance does give the City Engineer the authority, after
reviewing the progress of construction and other relevant matters, to release portions of the
subdivision for building permits. Quite obviously, there has not been any progress of
construction on this project.

This request could receive more favorable support if it is submitted at some time in the future,
after completion of the above items and a portion of the infrastructure.
