City Engineer
City of Coppe]]

Coppe]]., Texas 75019
Dear Mr. Powell,
We are writing you expressing our concerns regarding construction of
apartments in the City of Coppe]]. We have done everything possible
to meet the requirements of the City. We moved tr~es from a public
median and rep]anted, at our own e~xpense, four miles away from our job
site. We met with the Municipal Utility District twice to try to add
a parra]]el force main sewer line for the future citizens of Coppe].].
We have been cooperative with the consulting engineers in following
their stringent requirements. We have followed the instructions of the
Director of Public Works and the Building Inspector.
We would like some clarification and cooperation prior to our next
project so that we wi]] be able to build efficiently and economically
in the City. For example, we would like your advise and cooperation
for the fo]lowing:
1. Lime stabi].ization cannot be started until the water and
sewage tests have passed. If we guarantee to correct any
condition resulting from the tests, can we start earlier?
2. The current lime stabilization process is the same for
public highways. Can we cut and grade only once (instead
of t.wice), since we are paving a private street?
Our company currently has a contract for purchase of sixty acres in the
Lakes of Coppe]]. for future construction of up to 1500 apartments. We
are builders of high quality apartments and would like to continue to
add to the City of Coppe]].'s growth. Can we meet with you at your
earliest convenience to discuss our future plans? Thank you for your
time.
Sincerely,
~oseph G. Lin
