RE: Fellowship Church - Fellowship Lake
Tree Survey & Mitigation
Dear Mr. Griffin:
Fellowship Church, through their representatives, Graham Associates, Inc., Beck Construction,
Beck Architecture, and Mesa Design Group met with the City of Coppell, Engineering & Public
Works Department to discuss construction of the above referenced project on Monday,
November 19, 2001. The purpose of the meeting was to discuss City requirements of tree
mitigation and land platting.
A complete tree inventory survey has been accomplished for the construction site and was
presented to staff during this meeting. The inventory survey demonstrated the areas impacted by
the construction activities. The areas that have been determined to be exempt fiom tree
mitigation are the lakes, dam, spillway, and the proposed soccer fields on the north side of
Cottonwood Branch.
The area determined to not be exempt of tree mitigation is the spoil site on the south side of
Cottonwood Branch, north of Bass Pro-Bethel School Road. This area was chosen to receive
earth spoil fiom the lake excavation because of minimal impact to the trees on site, and because
it is the future location of baseball, football, soccer, tennis courts, and basketball court areas.
The topsoil in this area will be striped in advance of the spoil operation, and replaced over the
top of the spoil to facilitate re-vegetation of the site.
Mesa Design Group has been authorized to proceed with formal submittal of the tree survey, tree
mitigation, Developmental Plan, and Landscape Plan to be processed through Planning and
Zoning Commission at their earliest convenience.
Graham Associates, Inc. has been working with Public Works to obtain approval of engineering
construction documents since early July of this year. Graham Associates, Inc. also has been
authorized to proceed with platting of the property, as required, during construction.

This letter, on behalf of Fellowship Church, Graham Associates, Inc., Beck Construction, Beck
Architecture, and Mesa Design Group, shall serve as your staff and Departmental release and
hold harmless for responsibility of terms and conditions placed on the above stated parties by the
Planning and Zoning Commission and the City Council pursuant to their review and apprOval of
this project. We understand, proceeding with construction without Planning and Zoning
Commission approval of the Tree Mitigation Plan, is solely at our own risk. Your Departments
will not be held liable for conditions of approval placed on Fellowship Church or it's
representatives by the Commission.
Federal and State agencies will be notified of construction activities as required.
