Introduction
The City of Coppell invites interested firms to submit a Statement of Qualifications to provide
professional architectural, engineering and design services relating to the construction of the City
of Coppell Life Safety Park.
Project Description
The City of Coppell wishes to develop engineering plans, architectural plans and construction
documents for the ground up construction of an approximate 10,000 square foot multipurpose
educational center with an area of the building designed to be a ‘hardened’ Emergency
Operations Center (EOC) and four (4) 1,200 square foot accessory buildings to be used as
simulator rooms and multiple ‘reduced scale’ façades on each building. The facility should
maximize the 2.1 acres currently owned by the City of Coppell at the Southeast corner of the 800
Block S. Coppell Road, in front of the existing City of Coppell Service Center, 816 S. Coppell
Road. The end result will be an aesthetically appealing center that architecturally compliments
the current trends in the Old Coppell area.
Elements to be included are:
Continue the current architectural theme in the Old Coppell area
A hardened Emergency Operations Center
Office and workspace for full time employee
Two (2) classrooms each with student capacity of 45 divided by a folding wall
One (1) multipurpose room
Restroom facilities to accommodate anticipated occupant load
Four (4) accessory buildings with multiple ‘reduced scale’ facades
Technology for interactive displays in large open lobby
Environmentally sustainable, energy efficient utility usage
Pre-Design Process
Because this project will have a lasting and important effect on the community, firms should
seek input from City of Coppell staff (Engineering, Fire, Police, Planning) and selected members
of the community (Coppell Schools, CRDC) in the design process.
Professional Services May Include
Working with City Staff and project group to develop conceptual design of the facility
Advising Staff on project design to maximize cost effectiveness
Development of engineering plans/architectural drawings

Preparation of construction cost estimates
Compiling information and drawings for competitive bidding of project construction

Statement of Qualifications Requirements
Interested firms should submit three (3) copies of their statement of qualifications. The package
should be complete and concise, and contain the following items:
Letter of interest
Description of the firm’s design and project management philosophy
Demonstration and recognition of accomplished design excellence
Experience of the firm in architectural and engineering design of municipal buildings,
fire stations, educational facilities, and Emergency Operations Centers
Examples of projects of similar scale, complexity, and budget, emphasizing the firm’s
record for meeting estimated budgets
Examples of where the firm used value engineering to help reduce the overall cost of
projects
Demonstrated experience in sustainable architectural design
Experience managing and incorporating community input for projects of similar scale
Professional resume of all personnel to be involved in architectural, engineering, and
design work, including the responsibilities, licenses and certifications of each
Identify current workload of firm and personnel assigned to project
Recent sample certification of insurance indicating the firm’s professional liability and
other insurance coverage
Schedule or timeline for design and construction completion of the project
Describe your involvement in projects of similar size and scope, providing the name,
address, and telephone number of at least three (3) references
Method of Selection
City Staff will evaluate the submitted qualifications. At its option, City Staff may conduct
interviews of a short list of qualified firms. City Council will make the final selection for a
contract, based on the recommendations of City Staff.
Submittals will be evaluated based upon the following criteria (100 possible points):

Experience of the firm in architectural/engineering design for fire stations, educational
facilities, Emergency Operations Centers (25 points)
Project understanding/approach/scope (15 points)
Examples of designs that exhibit functionality, sustainability and innovation (15 points)
History of effective schedule and budget management for projects of similar scale,
complexity, and budget, including contract performance, safety record, and lawsuits (15
points)
Firm’s ability to perform the work including financial resources, personnel, insurance,
bonding and workload (10 points)
Project plan and schedule (10 points)
References (10 points)

The City will coordinate all activities of the Professional Services contract, which will result
from this RFQ. The City does not guarantee the accuracy of any maps or surveys.
