Both the CITY and ENGINEER have attempted to clearly define the work to be performed and address the needs of the Project. WORK TO BE PERFORMED BASIC SERVICES Task 1. Preliminary Engineering Task 2. Final Engineering Task 3. Bid Phase SPECIAL SERVICES Task 4. Surveying (Pipeline) Task 5. Platting and Easement Documents Task 6. Subsurface Utility Engineering Task 7. Geotechnical Investigation Task 8. Corrosion Control Design Task 9. Environmental Investigation Task 10. Construction Administration Task 11. Project Representation & Specialty Observation BASIC SERVICES Task 1 – Preliminary Engineering ENGINEER will perform the following: A. Pre-Design Conference – Meet with CITY engineering staff to: 1. Review Project requirements, design criteria, communication procedures, Project scheduling, personnel, and other pertinent matters that may impact the Project. 2. Have initial coordination with the City’s Development Department to evaluate current and planned development impact on alignment alternatives. B. Preliminary Engineering Design – The ENGINEER will prepare preliminary engineering plans with submittals at thirty percent (30%) and sixty percent (60%) completion including all project management and QA/QC reviews. The preliminary engineering design phase will include the following: 1. Preliminary Engineering Report – Finalize the technical memorandums from Phase 1 (Starleaf Pump Station Study) into a final report that documents the decisions made for the duration of the study. 2. Locations of proposed infrastructure, building, tank, vaults, property lines, fencing, landscaping, and other pertinent information. 3. Establish preliminary horizontal and vertical alignments for proposed pipeline improvements. Determine conflicts with existing utilities, storm drainage, and verify proximity to DWU and City of Irving water mains. 5. Perform hydraulic evaluation to determine suction and discharge piping to complete preliminary pump selection and develop list of candidate pump manufactures and models. 6. 30% Design and Plan Submittal 1. Development of 30% Construction Plans shall include the following information: i) Cover Sheet & Index ii) Legend and Abbreviation Sheet & General Construction Notes Sheet. iii) Overall project easement layout sheet(s) with property owner information. iv) Overall project layout sheets showing facility elements such as building and tank location, valve and meter vaults, paving fencing and other related site improvements including the proposed fuel station. This sheet will also contain project control showing available Benchmarks for the project. v) Plan sheets which show the proposed yard piping and distribution main to MacArthur Blvd. with recommended size, isolation butterfly valves, existing sample locations, existing fire line locations, existing utilities and utility easements. vi) Pump room plan and elevation vii) Architectural plan viii) Architectural elevations of building exterior ix) Preliminary structural plan and sections of building x) Tank plan and elevation showing connections to yard piping with primary details xi) Valve and meter vault plan and sections including preliminary mechanical details 7. 30% Submittal and Design Workshop. ENGINEER to submit plans two (2) plan sets one week prior to 30% Design Workshop. 8. 60% Design and Plan Submittal 1. Development of 60% Construction Plans shall include the following information: i) Cover Sheet & Index ii) Legend and Abbreviation Sheet & General Construction Notes Sheet. iii) Overall project easement layout sheet(s) with property owner information. iv) Overall project layout sheets showing facility elements such as building and tank location, valve and meter vaults, paving fencing and other related site improvements including the proposed fuel station. This sheet will also contain project control showing available Benchmarks for the project. v) Plan/profile sheets which show the proposed yard piping and distribution main to MacArthur Blvd. with recommended size, ATTACHMENT A PROFERSSIONAL SERVICES FOR CITY OF COPPELL, STARLEAF PUMP STATION CITY PROJECT NO.: WA 99-02 Attachment A Page 3 of 13 isolation butterfly valves, existing sample locations, existing fire line locations, existing utilities and utility easements. vi) Connection details to Dallas and Irving supply mains vii) Pump room plan and elevation with suction and discharge piping appurtenances and connection details viii) Architectural floor plan with room layouts including architectural systems and materials ix) Architectural elevations of building exterior including architectural systems and materials as necessary x) Tank plan and elevation showing connections to yard piping with primary details xi) Valve and meter vault plan and sections including preliminary mechanical details xii) Structural plan layouts and preliminary details for all concrete civil structures on the project including building, valve and meter vaults, paving and thrust restraint. xiii) Joint Restraint Calculation Sheets. One each for Bar-Wrapped Cylinder Pipe (AWWA C303), Polyurethane Coated Steel (AWWA C200) and Ductile Iron (AWWA C150). xiv) Electrical overall site plan, one line diagram, MCC elevation and preliminary floor plans for power and instrumentation. xv) Instrumentation & Control to include overall network architecture, P&ID’s xvi) HVAC preliminary floor plan xvii) Plumbing preliminary floor plan xviii) Corrosion Control Design xix) Storm Drain Plan & Profile xx) Traffic Control Requirements C. Subsurface Utility Engineering – Provide Subsurface Utility Engineering (SUE) to Quality Level C & D only, as described below. The SUE shall be performed in accordance with CI/ASCE 38-02. 1. Quality Level D – i) Conduct appropriate investigations (e.g., owner records, County/CITY records, personal interviews, visual inspections, etc.), to help identify utility owners that may have facilities within the project limits or that may be affected by the project. ii) Collect applicable records (e.g., utility owner base maps, “as built” or record drawings, permit records, field notes, geographic information system data, oral histories, etc.) on the existence and approximate location of existing involved utilities. iii) Review records for: evidence or indication of additional available records; duplicate or conflicting information; need for clarification. 2. Quality Level C (includes tasks as described for Quality Level D) i) Identify surface features, from project topographic data and from field observations that are surface appurtenances of subsurface utilities. ATTACHMENT A PROFERSSIONAL SERVICES FOR CITY OF COPPELL, STARLEAF PUMP STATION CITY PROJECT NO.: WA 99-02 Attachment A Page 4 of 13 ii) Include survey and correlation of aerial or ground-mounted utility facilities in Quality Level C tasks. iii) Survey surface features of subsurface utility facilities or systems, if such features have not already been surveyed by a professional surveyor. If previously surveyed, check survey data for accuracy and completeness. iv) The survey shall also include (in addition to subsurface utility features visible at the ground surface): determination of invert elevations of any manholes and vaults; any surface markings denoting subsurface utilities, furnished by utility owners for design purposes. v) Recommend follow-up investigations (e.g., additional surveys, consultation with utility owners, etc.) as may be needed to further resolve discrepancies. vi) Provide Quality Level C to identify overhead utilities on the project and provide the overhead utility information on the SUE plan sheets. D. Prepare updated estimated construction quantities and opinion of probable construction costs for sixty percent (60%) submittal. Present any potential alternatives, which may provide cost savings to the CITY. E. Preliminary project manual and technical specifications F. Constructability Review 1. After the 60 percent review meeting with the CITY, the ENGINEER shall schedule and attend a project site visit with the CITY Project Manager and Construction personnel to walk the project. The ENGINEER shall summarize the CITY’s comments from the field visit and submit this information to the CITY in writing. 2. Conduct the constructability review. Based on the information collected during the walk-through, the constructability review will be conducted to verify the impact to existing utilities, the impact on the public and the environment, the need to acquire additional easements. G. 60% Submittal and Design Workshop. ENGINEER to submit plan sets one week prior to 60% Design Workshop. H. Third-Party Coordination – Coordinate with other governmental agencies, franchise utilities, adjacent developments, and individual property owners as necessary, submitting plans to TDLR for ADA review, TCEQ, DWU, City of Irving, FEMA, and any other appropriate entities. 1. The ENGINEER will consult with the other CITY departments, public utilities, private utilities, and government agencies to determine the approximate location of above and underground utilities, and other facilities (current and future) that have an impact or influence on the project. 2. ENGINEER will design CITY facilities to avoid or minimize conflicts with existing utilities, and where known and possible consider potential future utilities or expansion in designs. 3. The ENGINEER shall set and attend up to three meetings required to coordinate with DWU and City of Irving for connection to their facilities including metering and rate of flow controllers. ATTACHMENT A PROFERSSIONAL SERVICES FOR CITY OF COPPELL, STARLEAF PUMP STATION CITY PROJECT NO.: WA 99-02 Attachment A Page 5 of 13 Task 2 – Final Engineering ENGINEER will perform the following: A. Final Engineering Design – Incorporating comments from the CITY, DWU and the City of Irving, franchise utilities, and other interested parties, prepare final engineering plans and specifications with submittals at ninety percent (90%) and one-hundred percent (100%) completion including all project management and QA/QC reviews. The final engineering design phase will include the following: 1. Revise and complete previously prepared drawings. 2. Provide additional drawings as necessary which may include: 3. Piping connections and related details developed through stakeholder review and comment. 4. Electrical plans and details including 5. Lighting and receptacle floor plans 6. Emergency generator and related details 7. Panel schedules, riser diagrams and general schematics 8. Prepare final construction sequencing and related traffic control and access plans. 9. Prepare erosion control plans to comply with CITY and any federal, state, or local requirements. 10. Incorporate standard details into the plans and prepare additional details as required. Provide cross-section drawings for roadways. 11. Prepare updated estimated construction quantities and opinion of probable construction costs. B. 90% Submittal and Design Workshop. ENGINEER to submit plans one week prior to 90% Design Workshop. C. Prepare updated estimated construction quantities and opinion of probable construction costs for 90% submittal. Present any potential alternatives, which may provide cost savings to the CITY. D. 100% Plan Submittal. ENGINEER to incorporate revisions necessary as a result of the 90% design review workshop and submit final plans to CITY for final approval. E. Project Manual – Prepare project manual, based on CITY template if applicable, including bidding requirements, proposal, bid schedule, special conditions, and technical specifications. F. Engineering Design Rationale Report G. Final Engineering Submittals – Submit five (5) half size (11” X 17”) sets of plans, three (3) sets of the project manual, and one (1) construction estimate to the CITY along with a CD/DVD/USB containing PDFs of all plans and documents. Task 3 – Bid Phase A. Final Printing – Coordinate final printing of construction plans and project manual for distribution to City. Hardcopy prints will not be distributed to proposed bidders, relying on electronic distribution as described below. All plans, project manuals, and other related bidding documents will be distributed from the office of the ENGINEER. B. Bidding Process – Assist the CITY with the bidding process as follows: ATTACHMENT A PROFERSSIONAL SERVICES FOR CITY OF COPPELL, STARLEAF PUMP STATION CITY PROJECT NO.: WA 99-02 Attachment A Page 6 of 13 1. Provide three (3) sets of half size plans and project manuals to the City for use during the bid process. 2. Publish bid documents to CIVCast. 3. Attend pre-bid conference. 4. Address questions from the proposed bidders during the bidding process and issue addenda as necessary, in coordination with the CITY. 5. Attend the bid opening and assist the CITY in tabulating and analyzing bids received. 6. Prepare final bid tabulations based upon the bids received and furnish electronic bid tabulation sheet along with recommendations on the award of the contract to the lowest qualified bidder. Recommendations will be based upon the following criteria: (i) Past work history; (ii) Financial resources; (iii) Physical resources to complete the Project. 7. Contract Award – Prepare six (6) sets of the conformed project manual for execution between the contractor and the CITY. SPECIAL SERVICES (Time & Materials) Task 4 – Surveying Perform necessary surveying operations for the complete design of the Project. As the surveying has been completed for the site, this will be limited to surveying required for the design of the distribution pipeline from the proposed pump station to the proposed connection at the intersection of Starleaf Dr. and MacArthur Blvd. and shall include the following: A. Provide a topographic/design survey of approximately 1,000 linear feet along Starleaf Street as shown on attached Exhibit "A". The limits of the survey will extend from the north side of Starleaf Street to twenty five (25) feet south of the south curb line of Starleaf Street and will include the entire intersection of Starleaf Street and MacArthur Boulevard. The topographic/design survey shall include, but not be limited to, locating all existing features such as water valves , water meters, curb & gutter, asphalt, sidewalks , fences, driveways , storm & sanitary sewer manholes with inverts, inlets, storm drain outfalls , trees 8" and larger, tops and toes of slope, power poles, mailboxes, signs , telephone risers and any other visible features. This will include a Texas 811 ticket to be submitted prior to commencing the survey. B. A minimum of two (2) additional horizontal control points will be established. Horizontal and vertical control will be based on the Texas State Plane Coordinate System, NAD-83(2011 ), North Central Zone (4202), utilizing Geoid12A. Task 5 – Platting and Easement Documents Perform necessary surveying operations for the identification and delineation of property boundary and easement parcels which shall include the following: A. Prepare a preliminary plat (if required) to City of Coppell Standards on an approximately 5 acre tract of land. Make all necessary changes to the plat after review by the City of Coppell and prepare plat for final submittal. Prepare up to two (2) easements, and two (2) temporary construction easements for the distribution pipeline route. Submit three (3) copies of documents to the CITY at the sixty percent (60%) plan submittal. C. Prepare a final plat or replat to City of Coppell Standards on an approximately 5 acre tract of land. Make all necessary changes to the plat after review by the City of Coppell and prepare plat for final submittal D. Establish proposed easement and boundary corners on the ground (one-time). E. Provide map showing properties with ownership and include existing and proposed right-of-way and easements. Task 6 – Subsurface Utility Engineering A. Provide Subsurface Utility Engineering (SUE) to Quality Level C & D as described below to establish location of existing utilities including franchise utilities. The SUE shall be performed in accordance with CI/ASCE 38-02. 1. Quality Level D i) Conduct appropriate investigations (e.g., owner records, County/CITY records, personal interviews, visual inspections, etc.), to help identify utility owners that may have facilities within the project limits or that may be affected by the project. ii) Collect applicable records (e.g., utility owner base maps, “as built” or record drawings, permit records, field notes, geographic information system data, oral histories, etc.) on the existence and approximate location of existing involved utilities. iii) Review records for: evidence or indication of additional available records; duplicate or conflicting information; need for clarification. 2. Quality Level C (includes tasks as described for Quality Level D) i) Identify surface features, from project topographic data and from field observations that are surface appurtenances of subsurface utilities. ii) Include survey and correlation of aerial or ground-mounted utility facilities in Quality Level C tasks. iii) Survey surface features of subsurface utility facilities or systems, if such features have not already been surveyed by a professional surveyor. If previously surveyed, check survey data for accuracy and completeness. iv) The survey shall also include (in addition to subsurface utility features visible at the ground surface): determination of invert elevations of any manholes and vaults; any surface markings denoting subsurface utilities, furnished by utility owners for design purposes. v) Exercise professional judgment to correlate data from different sources, and to resolve conflicting information. B. Provide Subsurface Utility Engineering (SUE) to Quality Level A as described below to establish location and elevation of the DWU and Irving pipelines. The SUE shall be performed in accordance with CI/ASCE 38-02. ATTACHMENT A PROFERSSIONAL SERVICES FOR CITY OF COPPELL, STARLEAF PUMP STATION CITY PROJECT NO.: WA 99-02 Attachment A Page 8 of 13 1. Expose and locate utilities at specific locations (up to 4 test holes). 2. Tie horizontal and vertical location of utility to survey control. 3. Provide utility size and configuration. Task 8 – Geotechnical Investigation A. Soil investigations, including field and laboratory tests, borings, review of other related reports provided by the CITY, related engineering analysis and recommendations for determining soil conditions will be made. B. Field Investigation 1. 11 borings at an average bore depth of 40 feet each will be provided 2. Seven (7) borings are proposed within the ground storage tank area, and will performed according to ACI-372R 3. The remaining four borings are recommended to evaluate conditions in pavement, building and vault areas. Borings within the building and tank will be extended 10 feet into unweathered shale. 4. One boring will be extended 20 feet into the shale to evaluate if bentonite seams are present. 5. An average boring depth of 40 feet is estimated for the purposes of this proposal for the tank and building borings. Boring depths of six feet are proposed for the pavement areas. C. Laboratory Investigation 1. Upon return to the laboratory, all samples will be visually classified by the project engineer or engineering geologist in accordance with the Unified Soil Classification System (USCS). 2. Each sample of cohesive soil will be evaluated for consistency by use of a pocket penetrometer test. 3. Selected samples will be subjected to classification tests and tests to evaluate strength, deformation, and shrink/swell characteristics. 4. Anticipated classification tests consist of Atterberg Limits, moisture content, unit dry weight, and grain size determinations. Strength and deformation will be evaluated by use of unconfined compression tests. Soil shrink/swell potential will be evaluated by use of absorption pressure-swell tests in conjunction with soil suction determinations. D. The results of the field and laboratory investigations will be evaluated and presented in a report to include the following: 1. Description of the soil and ground water conditions. 2. Foundation alternatives to include constructability and magnitude of anticipated movement 3. Alternative earthwork preparation methods to include constructability and magnitude of anticipate movement 4. Design considerations for construction in expansive soils 5. Pavement subgrade conditions and recommended stabilization 6. Pavement sections for light to moderate traffic 7. Earthwork and testing recommendations ATTACHMENT A PROFERSSIONAL SERVICES FOR CITY OF COPPELL, STARLEAF PUMP STATION CITY PROJECT NO.: WA 99-02 Attachment A Page 9 of 13 Task 5 - Environmental Investigation CONSULTANT will perform a desktop environmental constraints evaluation. The purpose of the evaluation is to identify and generally characterize various environmental- related features that exist, or have the potential to exist, within the project limits. The various features and associated activities that will be addressed include the following: A. Waters of the U.S., including wetlands, that could be subject to the U.S. Army Corps of Engineers’ jurisdiction under Section 404 of the Clean Water Act (Section 404); B. Federally listed threatened and endangered species subject to the Endangered Species Act; C. Section 303(d) impaired waters; D. Historical and archeological properties listed on the National Register of Historic Places, as well as archeological sites that are recorded by the Texas Archeological Research Laboratory (TARL), and; E. Actual/Potential environmentally contaminated (hazardous materials) areas located within and immediately adjacent to the project limits. Task 6 - Corrosion Control Design A. Soil Corrosivity Evaluation – Perform a Soil Corrosivity test required for cathodic protection design. B. Document Review – Review the proposed pipeline alignments, appurtenances and available geotechnical reports with chemical analysis data and preliminary plans and specifications for pipeline design. C. In-Situ Soil Resistivity Testing and Soil Analysis – measure soil resistivity using the Wenner Four Electrode Method along the proposed alignment. The resistivity testing will be conducted at 1,000-foot intervals along the alignment to a depth of 15 feet below grade. Perform an investigation to identify potential sources of stray current and nearby metallic pipelines that may influence the proposed pipeline. This investigation includes a review of utility survey data and/or a field investigation. Work with the project geotechnical engineer and obtain 8 soil samples for chemical analysis. Test the samples for as-received and minimum resistivity, and chemical analysis of chlorides sulfates, pH, and bicarbonates. D. Basis of Design memo – Analyze the in-situ soil resistivity and chemical analysis data with respect to corrosivity to the pipe. Prepare a technical memorandum with the basis of design for the recommended corrosion control system. The TM will present the collected field data, interpret the results with respect to the corrosivity of the soil and provide recommendations for the corrosion control system. The recommendations for cathodic protection of the pipeline will be based on the results of the corrosivity evaluation. E. Cathodic Protection Design – Prepare plans, details, specifications and opinion of probable cost. F. Technical Assistance During Construction – Provide corrosion control technical assistance during construction including Final System Checkout. The final checkout will include recording pipe-to-soil potentials at available test stations to determine if the structure is receiving adequate levels of cathodic protection. Prepare a letter report documenting the results of the testing Task 7 - Construction Administration ENGINEER will perform the following: ATTACHMENT A PROFERSSIONAL SERVICES FOR CITY OF COPPELL, STARLEAF PUMP STATION CITY PROJECT NO.: WA 99-02 Attachment A Page 10 of 13 A. Construction Plans – Furnish five (5) full size (22” X 34”) sets, nine (9) half size (11” X 17”) sets of the final plans for construction for use by the CITY and the contractor, along with a CD/DVD/USB containing PDFs of all plans. B. Pre-Construction Conference – Meet with the CITY, the contractor, and other interested parties to discuss the construction of the Project, including Project requirements, communication procedures, Project scheduling, personnel, laboratory testing requirements, field inspection, construction staking, pay requests, and other pertinent matters that may impact the Project. Engineer will provide a DWG file containing the horizontal alignment, control points, and easements to be used as a supplement to the hardcopy plans which will govern. C. Construction Observation – Perform periodic site visits as needed or requested to determine the overall progress of construction and conformance with plans and specifications and attend monthly progress meetings if needed or requested. D. Construction Documents – Review and either approve or reject all shop drawings for the Project. When requested, review laboratory testing reports, field change requests and change orders and provide comments to CITY. Provide written responses to requests for information or clarification to CITY or contractor. Provide and maintain an accurate Submittal Log to track submittals, Requests for Information (RFI) and change orders and field orders. Log throughout the duration of the Project, and make such logs available to the CITY upon request. E. Final Walk-Through – Upon substantial completion of construction, the ENGINEER will participate in a final walk-through with the CITY and the contractor and will contribute items to the CITY for inclusion in a punch list. F. Startup & Commissioning: 1. Verify that tests, equipment and systems start-up and operating and maintenance training are conducted in the presence of appropriate personnel, and the CONTRACTOR maintains adequate records thereof; and observe and record and report to ENGINEER appropriate details relative to the test procedures and start- ups. 2. Provide start-up assistance to advise operating staff on the efficient use of the facilities, compliance with regulatory requirements, troubleshooting, and warranty follow-up assistance. G. Review of Operations and Maintenance manuals submitted by contractors and their suppliers and manufacturers. H. Record Drawings – Prepare record drawings utilizing CITY and contractor as-built information, consisting of a CD/DVD/USB containing a PDF of the plan set one (1) full size (22”x34”) hard copy, and one (1) half size (11” X 17”) sets of Record Drawings. Task 8 - Project Representation & Specialty Observation ENGINEER will perform the following: A. Furnish the services of an onsite Project Representative and other field personnel for full time on-the-site observation of the Project elements requested by the CITY to be inspected. 1. This includes general civil construction inspection and specialty observation of coatings, electrical work, and mechanical systems. The authority and duties of the Project Representative is limited to observing the work done and to reporting their ATTACHMENT A PROFERSSIONAL SERVICES FOR CITY OF COPPELL, STARLEAF PUMP STATION CITY PROJECT NO.: WA 99-02 Attachment A Page 11 of 13 findings to the Engineer. In the event the Project Representative or the Engineer observes any sub-standard material or Work being performed by the contractor, the Project Representative or the Engineer will immediately notify the CITY and request instruction. 2. The Engineer shall advise the CITY of material and substantial defects and deficiencies in Work of the contractors discovered by the Project Representatives and may, on behalf of the CITY, exercise whatever rights the CITY may have to disapprove work and materials as failing to conform to the construction Contract Documents; provided, however it is agreed that the contractor is solely responsible for the means and methods to be used and the safety of its employees and all the other persons on the job site. 3. Consult with the CITY, provide advice to the CITY, attend meetings with the CITY, issue all instructions to contractors requested by the CITY and prepare and issue change orders as required after approval by the CITY (except for change orders requiring revisions to the construction plans). 4. Review shop drawings, laboratory test results and other data which the contractor submits. This review is for the benefit of the CITY and requires only general conformance with the design concept of the Project and general compliance with the information given by the Contract Documents. It does not relieve contractors of their responsibilities regarding dimensions to be confirmed and correlated at the job site, appropriate safety measures to protect workers and the public, or the necessity of constructing a complete and workable facility in accordance with the construction Contract Documents. 5. Based on the Engineer’s onsite observations and review of applications for payment accompanied by date and schedules, determine the amounts owed to contractors and prepare and verify related monthly and final estimates for payments. Furnish to the CITY any certifications as to payments to contractors, affidavits of bills paid, written guarantees, maintenance bonds and additional documentation required under the construction Contract Documents. 6. Conduct a final inspection of the Project, along with representatives of the CITY if requested, to determine general conformance with the design concept and general compliance with the construction Contract Documents; make written recommendations regarding final payments to the contractors; and issue certificates of substantial completion to the CITY. B. Review project schedules as submitted by CONTRACTOR. Services related to warranty claims, enforcement and inspection after final completion i. Services related to Survey Construction Staking j. Services related to acquiring real property including but not limited to easements, right-of-way, and/or temporary right-of-entries k.
