RFQ #0130  STARLEAF PUMP STATION    REQUEST FOR QUALIFICATIONS PROFESSIONAL SERVICE CONTRACT COPPELL PUBLIC WORKS CITY OF COPPELL STARLEAF PUMP STATION Introduction The City of Coppell invites interested firms to submit a Statement of Qualifications to provide professional architectural, engineering and design services relating to the construction of the City of Coppell Starleaf Pump Station for public drinking water. Project Description The City of Coppell wishes to develop engineering plans, architectural plans and construction documents for the ground up construction of the new Starleaf Pump Station. This water pump station will be located on approximately four (4) acres owned by the City of Coppell on Starleaf Drive (reference attached maps) on two adjacent properties. The pump station will consist of a building approximately 5,500 SF, similar to the layout of the existing Village Parkway station. We anticipate a capacity of at least 25 MGD and 6 MG in ground storage. The end result will be an aesthetically appealing building façade elevations and perimeter fencing that architecturally compliments the current trends in the Coppell area. The water source for the pump station is a 54” City of Irving waterline, which runs adjacent to the project site. This waterline originates at the Dallas Water Utilities (DWU) Elm Fork Water Treatment Plant in Carrollton and ends at the City of Irving’s Hackberry Creek Pump Station. The City of Coppell intends to trade some of our water rights in a DWU 54” waterline to the City of Irving for rights in their 54” waterline that runs adjacent to this property. The pump station discharge will tie into the 24” waterline located in MacArthur Blvd. Elements to be included are:  Continue the current architectural theme in the Coppell area  A Pump Station Building & Perimeter Fencing - similar to existing station’s layout  Sized to accommodate 25 MGD  6 MG Ground storage tank(s)  A Water Quality Monitoring & Control Facility  Following all requirements, including submittals & approvals for the TECQ regarding potable water facilities  Environmentally sustainable, energy efficient utility usage  Phases of Work to Include: Phase 1: o Evaluate Existing Master Plan RFQ #0130  STARLEAF PUMP STATION    o Make recommendations on storage, capacity, pump station/ground storage layout, type/size of pumps, RFC layout, backup power, overall operational schemes for both pump stations o Negotiate water rights with City of Irving and Dallas Water Utilities for rights to 54” water line Phase 2: o Pump Station, RFC and GSR design o SCADA system design, incorporating both Starleaf & Village Parkway Stations Phase 3: o Advertise for Construction Bids o Bid for Construction o Bid Evaluations/Contractor recommendations o Pump Station, RFC and GSR Construction o Construction Administration & Reports Phase 4: o Pump Station Operation- new station must work in tandem with existing pump station. o Recommendations on system operations o Training to City of Coppell operators Pre-Design Process Because this project will have a lasting and important impact on the community, firms should seek input from City of Coppell staff (Engineering, Public Works) in the design process. Professional Services May Include  Working with City Staff to develop conceptual design of the facility to maximize cost effectiveness  Obtaining & utilizing existing data from the City  Performing necessary field surveys to establish vertical and horizontal controls  Obtaining necessary soil borings and determine soil conditions at specific locations along the proposed route to make recommendations on subsurface design  Development of architectural and engineering design drawings, specifications and information for competitive bidding of project construction based on Ground Storage Reservoir (GSR) and Rate of Flow Controller (RFC) approach to construction  Gain Site Plan & Landscape Plan approvals from Planning & Zoning and the City Council via presentations  Preparation of construction cost estimates  Assisting in the preconstruction bidding, review and award of the construction contract  Providing technical assistance and site visits throughout the construction of the project  Providing a set of reproducible as-built drawings and CAD files upon completion  Executing the exchange of water rights with the City of Irving and Dallas Water Utilities RFQ #0130  STARLEAF PUMP STATION    Anticipated Timeline RFQ Solicitation February 20, 2015 Pre-Proposal meeting March 5, 2015 Proposals Due March 19, 2015 Begin Interviews with Short Listed Firms April 6, 2015 City Council Award June 26, 2015 Statement of Qualifications Requirements Interested firms should submit six (6) copies of their statement of qualifications. The package should be complete and concise, and contain the following items:  Letter of interest  Description of the firm’s design and project management philosophy  Demonstration and recognition of accomplished design excellence  A list of current or previous activity within the City of Coppell. The list should include all public or private work. If your firm has not performed any work within the City of Coppell, please provide information on other local projects  Experience of the firm in architectural and engineering design of municipal pump stations  Examples of projects of similar scale, complexity, and budget, emphasizing the firm’s record for meeting estimated budgets  Examples of where the firm used value engineering to help reduce the overall cost of projects  Professional resume of all personnel to be involved in architectural, engineering, and design work, including the responsibilities, licenses and certifications of each  Identify current workload of firm and personnel assigned to project  Recent sample certification of insurance indicating the firm’s professional liability and other insurance coverage  Schedule or timeline for design and construction completion of the project  Describe your involvement in projects of similar size and scope, providing the name, address, and telephone number of at least three (3) references Method of Selection City Staff will evaluate the submitted qualifications. At its option, City Staff may conduct interviews with a short list of five (5) qualified firms. City Council will make the final selection for a contract, based on the recommendation of City Staff. The City will use the following criteria to select firms for the short list interview (100 possible points):  Experience of the firm in architectural/engineering design for pump stations (25 points)  Project understanding/approach/scope (15 points)  Examples of designs that exhibit functionality, sustainability and innovation (15 points) RFQ #0130  STARLEAF PUMP STATION     History of effective schedule and budget management for projects of similar scale, complexity, and budget, including contract performance, safety record, and lawsuits (15 points)  Firm’s ability to perform the work including: financial resources, project team personnel (who must attend the interview), insurance, bonding and workload (10 points)  Project plan and schedule (10 points)  References and/or City’s past experience with the firm (10 points) DEADLINE FOR SUBMITTING PROPOSAL All submittal packages shall be delivered to: City of Coppell Purchasing Department 255 E.
