Jay, to echo Eric’s sentiment, in my mind the questions are: how do we control the subgrade moisture after Texas
Sterling is complete with the project so the roadway does not fail prematurely. And, do we need to consider an alternate
pavement section to stabilize the subgrade knowing that the moisture content of the subgrade may be an issue. I still
like the benefits of the asphalt base, but do we need to consider some depth of subgrade stabilization (for example, do
we go to lime treated subgrade with a 1”-2” asphalt cap)? Please review and let us know. This is obviously a critical
issue.

This is not about compaction but the long term viability of building a road on this kind of material. We can get
compaction, what we can’t do is control the moisture content after the road is built. The high moisture content under
the existing roadway will become the condition of the subgrade under the new pavement after the project is completed.
This subgrade isn’t solid and will continue to pump causing damage to the pavement.

Thank you, Darryl…you beat me to it.
Yes, the moistures are about 7%-14% above optimum moisture for the proctor samples we have. Recent density tests
that we have taken on waterline backfill to depths of -3 ft have varied in the 0%-4% above optimum range, and able to
achieve 95% compaction or better. For this type of clay, placement and compaction in this moisture range is ideal,
whereas, higher moisture contents elevated up to +5 to 6% or more over optimum moisture may make it more difficult
to attain proper compaction and/or present possible constructability issues.
