I have shared and discussed the information with Alpha Testing (they did original pavement design). His comments are
below.
Regarding the sub-drain, he indicated it would be appropriate where significant subgrade seepage is occurring.

Jay,
We have the following comment on the soil subgrade moisture content.
ALPHA recommends the exposed soil subgrade be observed during proof-rolling. Any soft, wet, loose
material exposed during the proof-roll should be removed and recompacted. This process is discussed more
thoroughly in Section 7.0 of the geotechnical report.
