Freeport Parkway Reconstruction
Weekly Construction Meeting

Attendees: Jimmy Reed TSC, Joe Soto TSC, Marcus Marion, Darryl Zbranek, Jamie Brierton.
1. Construction Activities This Period:
a. Water line installation South of bridge to Airline.
b. Potholing for franchise utilities in bridge area.
c. RPM continue to remove concrete paving South of Bethel towards the Railroad Tracks.
2. Construction Activities Planned next period:
a. Continue potholing for franchise utilities in bridge area.
b. Continue water line installation and begin water line connections.
c. Begin water line loading, testing and flushing.
d. Begin pavement removal in Southwestern for water line installation.
e. RPM to continue removing concrete paving South of Bethel to Southwestern.
3. Construction Issues:
a. Condition of Southwestern Blvd – Street and inlets are in bad shape, there are a lot of
patches, potholes, and cracks in Southwestern where water line pavement repair will tie
in to existing street. TSC provided pricing for extra paving work in Southwestern.
b. 8” water line T, drawing sheet C-30. Drawings do not show permanent paving repair in
the cross cut for the water line. RFI Submitted. This will be added pavement repair.
c. There appears to be existing fiber line in the way of the drill shafts on the Northbound
side of the Bridge. TSC began drilling the shafts on 6-21-2018. They completed drill
shafts 1-6 and 1-7. TSC had to cut a section of water line out of the way for drill shaft
1-8. While they were doing this the locate company was out marking utilities and their
marks were in conflict with some of the drill shafts, including drill shaft 1-8. 6-22-18 TSC
had Wylie Drilling move to the North abutment. Wylie drilled drill shafts 4-9 and 4-8.
While starting drill shaft 4-7 they hit a Frontier fiber line that was not marked and
drilling stopped. TSC has requested the locating company to meet on site which is
scheduled for Friday 6-29-19. TSC claims that locates were never marked in the creek
area and thought they were ok to drill. We have received photos from the locating
th
company showing marks in the creek area on May 15. TSC to continue potholing to
find the exact location of fiber line.
d. While RPM was removing pavement in the Northbound lanes of Freeport they
uncovered a Spectrum line running across Freeport just below the pavement just South
of the Hard 8 driveway.
4. As-built items:
a. 16” WL A Sta. 37+35.93 shifted fire hydrant to miss existing valves.
b. 16” WL A Sta. 37+67.93 shifted fire hydrant to miss existing FH.
c. 16” water line “A” Sta. 27+80 – water line alignment adjustment to miss existing fire
hydrant.
d. 16” water line ”A” Sta. 36+00 – water line vertical adjustment to go under a
communication duct bank.
e. Water line “A” Sta. 22+80 to Sta. 19+00. TSC will move water line alignment into the
street due to existing utilities in the ROW interfering with the planned alignment.
5. Areas of Concern:
a. Saturated sub-grade. We have a response back from J Volk stating that Alpha Testing
recommends the exposed soil subgrade be observed during proof-rolling. Any
soft, wet, loose material exposed during the proof-roll should be removed and
recompacted. We are waiting on the pricing from TSC for the installation of the
edge drain.
b. Street light removal – Oncor is scheduled to remove street lights during the week of July
th

c. Pond at Kroger. TSC has concerns with the pond at Kroger. Plans call for a rock gabion
basket at the road side of the pond. TSC is concerned with the possibility of the pond
water migrating through the gabion basket to the road sub-grade. J Volk to review.
d. Marcus to set up a meeting with Jerry Davis and TSC to talk about water line loading,
testing and flushing.
