Darryl,
I found the bidding question I had mentioned. During bidding, there were a couple of questions concerning the
joints. We weren’t sure what the City’s position was on them so we asked for clarification and the responses are shown
below. At the time, the city was not ok with fresh-inserting tie-bars.
As far as bending #6 bars, most of the hand held rebar-bending tools I’ve found do have a max capacity of bending only
up to a #5 bar like TSC mentioned. This is probably what TSC has and why they’re saying they can’t bend the #6
bars. However, there is portable equipment that is able to bend #6 bars (see links below):

It would probably not be best for the City to change the requirement based on what the contractor has
available. Especially if it seems there is equipment that can bend what is specified on the plans.

We are working on Addendum #2, we’d like to add as many of the BidSync clarifications/questions on there. Here are
the latest unanswered (items in \[brackets\] for internal discussion):
28) We have several questions regarding the Base Bid 11” Concrete Paving Construction Joint Details: \[Not sure if I
don’t understand the questions or if bidder is not looking through the city details\]
At construction joints, what size and length of tie bar is required? City Detail 2050 specifies lap bars 30
dia and tie both ends of lap.
Will we be allowed to fresh insert tie-bars behind the paver? \[Not sure what Inspector will be looking
for\] No
Will 2-piece tie bars be required? \[Not sure what Inspector will be looking for\] Need clarification
Is the keyway required on construction joints? Yes, per City Detail 2050 for pavement thickness 8” or
greater.
29) Sheet B-15 shows the traffic rail to extend beyond the abutment wingwall at the northwest side of the bridge.
What supports this traffic rail? Will address on the following Addendum \[Currently, getting clarification from
Aguirre & Fields, if needed, will provide detail with Addendum\].
30) Sanitary Sewer Aerial Support. Sheet C-49, Note 2. "and the minimum drill shaft length is 34 ft". Does the 34 ft
minimum include the column? The minimum drilled shaft length does not include the height of the column.
31) For Item C-127 11" REINFORCED STAMPED COLORED CONCRETE PAVEMENT, under what item should the
subgrade layers be included? The subgrade quantity for 11” stamped concrete is already included in the
subgrade items (bid and alternate).
For the base bid, will the asphalt under the colored concrete be paid under Item C-124 4" ASPHALT, or under
Item C-127 11" REINFORCED STAMPED COLORED CONCRETE PAVEMENT?

Then, similarly for the Lime Alternate, what item should the 8" lime subgrade be paid under?
32) Has there been a percentage added to the bid quantities for this project? - i.e. the takeoff on the sidewalk is
around 31,300 sf, but the bid item is 34,150 sf. Yes, see Sheet C-03. Bid quantity includes additional
contingency to allow the engineer/inspector to adjust to actual field conditions when they deviate from the
plans. Payment will be made on actual quantity installed in place as measured by the Owner.
33) Answer already posted on BidSync.
34) There is a 10"x8" tapping sleeve and valve on plan sheet 29. Can a bid item be added to pay for this? This
connection to the existing waterline is included in quantity C-60.
35) Could you please provide drawings for the Modular Block wall as well as the Concrete Retaining Wall w/ Integral
Sidewalk. I am unable to locate the limits of this wall as well and wall heights in order to verify quantities. Also, is
the sidewalk paid incidental to the retaining wall or is it paid for as sidewalk? Retaining wall integral with
sidewalk will be per City Detail 2180; incidentals will be clarified with future Addendum. Modular Block wall will
be addressed in future Addendum.
36) Bid Item B-7, Approach Slab. Based off of 5686 SF of approach slab and 186 LF of sleeper slab, I get 256 CY of
concrete. The bid item is 201 CY. Is the bid item quantity correct? Will be addressed in future Addendum.
37) Sheet C-63 shows a portion of the bridge median near the north end of the bridge to get stamped concrete. Is
stamped concrete used on all of the bridge median? Medians, including bridge median, are shown on the
landscape plans (L1.0-L1.9).
38) Sheet B-14. There is an indication of a vertical construction joint between the curb and the sidewalks. This also
shown at the median. Does this indicate the sidewalk and curbs are poured separately? If so, what is the reason
for it? The referenced lines are dimension line indicators and not construction joints, construction joints are
labeled as such.
39) We are requesting clarification on the following:
C-91: Notes in the upper right of the page state “The railroad or its contractor will furnish and install
pedestrian gates at the city’s expense” & “The city or its contractor will furnish, install,
maintain…emergency exit gates…”. What is the difference between and Emergency Exit Gate and a
Swing Gate? Please confirm that the RAILROAD is responsible for the furnish and installation of the 6
swing gates, and that we are responsible for the signage that attached to the swing gates. The spec book
states to use City Detail 2330 for sign mounting, but this detail does not appear to apply to the mounting
of signs to swing gates. Please clarify the detail to be used for installation of the signs onto the swing
gates. Will clarify in future Addendum. \[contractor will be responsible for swing gate/exit gate and gate
signage, not railroad contractor\]
Directional arrows, onlys, stop bars & railroad crossing pavement markings are to be TYI white thermos.
Not profile markings or shadow markings. Please advise. \[Not sure what to advise on or what the
question is?\] No shadow markings, no profile
For Temporary 4" IIAA markers, do they have to be 3M 290 series or can we use on temporary IIAA
Rayolite or Stimsonite square refl markers? \[Does city prefer 3M 290? Otherwise, we can allow for the
others mentioned to be used during construction\] don’t care for permanent as long as meets a TxDOT
spec and TMUTCD
What type of adhesive is required for the permanent buttons? There is information for Flexible Bitumen
and Epoxy adhesive in the plans & specs. Pay Item C-148 specifies use of flexible bituminous adhesive.
What type of detectable warning material is required by the City, Concrete Pavers or Armor Tile? Will
clarify in future addendum. \[Addendum will state to use armor tile, I believe Jamie and Derrick
mentioned the City moving to Armor Tile for the rest of the projects, please confirm\] Yes armor tile red
color 20109
40) Pay Item C-73 in the description of the pay items states that 8" of lime will be the subgrade for this pavement
repair & it is incidental to this bid item. It is physically impossible to place a mixing machine in this trench. We
are requesting that that city changes this requirement of sub grade for this item. Under the City Detail 3070 it
shows using flowable fill or existing subgrade. Can the city clarify what they will require for this item? Will clarify
in future Addendum. \[Will be per City Detail 3070 as mentioned on the specs\] Agree

41) What will be the thickness of item C-73? Per pay item description and City Detail 3070, thickness varies,
contractor to match existing pavement thickness. \[It appears all existing pavement will be 6”, should we have
them assume this to be the case?\] Leave it as match existing pavement
42) Answer already posted on BidSync.
43) Sheet B-4 shows the phase 2B position of the temporary concrete traffic barrier flush with the edge of the phase
one bridge slab. This traffic barrier will need to be moved approx. 2 feet away from the phase one/two slab
construction joint for the purpose of being able to support and run the slab screed. Can the temporary traffic
barriers be relocated to allow the space needed? \[Aguirre & Fields: The CSB would need to be relocated if they
truly need extra space to run the slab screed. This would indeed reduce the available width of deck for the traffic
lanes. However, they must be able to run the slab screed over the slab overhang without any kind of support, so
I’m not convinced that the CSB actually needs to be moved.\] This could get into methods and means, so let’s just
state that contractor needs to maintain safe travel widths for the lanes, but designer has accounted for this in
the design
44) Bid item C-65. Will the weight paid by the City include the weight of the megalugs and accessory sets and the
fittings or will the City only be paying for the weight of the fitting itself? The quantity listed is for the fittings
themselves; megalugs, glands, accessory sets, or other incidentals related to the fittings are subsidiary to Pay
Item C-65 per the pay item description.
