We are working on a road project in the City of Coppell, TX and will be reconstructing/modifying Freeport Parkway from
Dividend Drive to West Bethel Road. The improvements include a wider pavement section as well as the addition of
sidewalks/trails throughout the length of the project and the construction of a new bridge. A 90% Set of Reconstruction
Plans has been submitted to the City of Coppell and we are now just making minor revisions to issue the final plans. The
City has asked us to distribute these plans to ensure proper relocations as necessary. The plans can’t be sent through e-
mail since the files are too large but they have been uploaded to our FTP site:

A SUE Level B study has been done for the project limits and I’ve attached a .kmz file that can be opened in Google Earth
showing what was found. The plans also show the lines per the study. We received your contact information through the
study. Please confirm that you are the appropriate contact or if I need to contact someone else for coordination.
The City of Coppell is planning to start construction near the end of Summer. Please look over the plans to make sure
that there are/will be no conflicts with your franchise utilities and that all of your utilities are shown. Because of the
pavement widening and sidewalk addition, there are several lines/structures that will need to be relocated and we’d like
to begin coordination as soon as possible.

Here’s a summary of the communication as requested:
After the SUE study was complete, we sent an e-mail (4/27/17) to additional franchise companies that we had
not originally contacted. This included GXT, Level3, and Zayo. The e-mail included the kmz file of the SUE and a
link to download the 90% set of plans. We asked for contacts to confirm receipt, review the plans and make
sure there would be no conflicts with the proposed work and that we show everything they have. I’ve attached
the e-mail for reference.
On 5/23/17, we sent an invitation to the contacts we had confirmation on thus far, this did not include the
referenced companies as we had not been able to get a hold of a designated contact.
In a phone call around 8/29/17, James Roberts with GXT said he represents Zayo, Centurylink and Level 3 so
future coordination was done with him.
Our CAD file was requested and sent 8/29/17, the CAD file sent included the linework for the existing utilities.
The paving plans showing the existing utilities in red was also sent 8/29/17.
Between 9/29/17 and 10/17/17, Thomas MacNutt with Level3 contacted us but it was only concerning a
handhole they were relocating on Wrangler/Freeport. We ended up staking the best location for the new
handhole. After this however, we were only coordinating with James Roberts.
On 10/9/18, we gave James bidding schedule for the project.
On 3/9/18, he asked if we had relocation plans for any other Telecoms along Freeport, we did not.
Late March, 2018, he asked for a City contact to coordinate relocation requirements along Freeport, we gave
him Kent’s information, but we’re not sure if he was then redirected to someone else. We figured this was to
work through the relocation items but hadn’t seen any proposed plans at that point.
