HISTORY: The City approved the original final plat in November 1979.
TRANSPORTATION: Sandy Lake Road is projected to be a C4D/6, four-lane divided
street contained within a l l0-foot right of way. Today it is a
two-lane asphalt roadway. Whispering Hills Drive is a standard
street built in a variable right of way varying from 50 to 70 feet
in width.

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable
for single family development.
DISCUSSION: This application is the outcome of a request heard on November
19, 1998 by the Planning and Zoning Commission regarding the
Final Plat for Georgian Place. Plat approval was contingent upon
the applicant dedicating a portion of the Lone Star Gas Easement
to the eight adjoining property owners in the Whispering Hills
subdivision. With this replat, the eight property owners of
Whispering Hills will be able to fence to the centerline of the
easement. As the plat states, fencing, landscaping, pool decks
and portable accessory buildings will be allowed on the property
within the easement. However, no permanent structures will be
allowed.
The Coppell Trail System Master Plan shows a section of trail
along this utility easement. When the original plat for Georgian
Place was approved by City Council with an alley variance, an
agreement was struck with the Whispering Hills homeowners
which would dedicate to them the remaining portion of the Lone
Star Gas easement at a later date. This replat will disallow the
continuation of a proposed greenwalk trail planned to extend
along the Lone Star Gas easement through this development.
Although staff had recommended denial of the original
preliminary plat for Georgian Place, a significant number of
property owners in the Whispering Hills subdivision requested
the Planning and Zoning Commission to recommend to City
Council a waiver of the alley requirement. There is no question
that the Whispering Hills residents would oppose a trail crossing
their property. The applicant has abided by Council's wishes,
and there is no reason for staff to now oppose this request.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the replat subject to the following
conditions being met:
1) Amend the deed document to reflect the newly acquired strip
of land.
2) Verify lot dimensions on Lot 8, Block C of this replat
because it deviates from the previously recorded plat.
