I arrived on site to perform in place soil moisture/density testing on Freeport Pkwy. I tested the prepared area
from station 4+50 to 22+00. The sub grade appeared to be homogeneous for the most part but with varying
degrees of rock/gravel in some areas. Many tests were showing overcompaction with low moistures. From
what I observed this seemed more likely to be due to the rock content then a difference in the prepared
subgrade. I called Joel Peters and explained what I found and that taking a new proctor sample at station
4+50 may give us more reliable test results. He called our contact for the City of Coppell and the city
representative agreed that a new proctor sample might be the most thorough solution. I took a new sample
from 4+50. The only personnel I could find on the project was an equipment operator who tried calling the
foreman but could not reach him. I explained to him what was found and the solution that was in place. I then
took the sample to the lab, logged it in and started the preparation for proctor testing.
