ST1501A-CS180907 Freeport Parkway Reconstruction Weekly Construction Meeting 9-06-18 Attendees: Eric Giebelhaus – TSC, Jimmy Reed - TSC, Joe Soto – TSC, Marcus Marion, Darryl Zbranek, Jamie Brierton. 1. Construction Activities This Period: a. 8” PVC WL S crossing (fire line to Hard 8). b. Water line crossing at the RR Tracks for domestic water meter. c. Pavement removal and excavation for water line At Burns. 2. Construction Activities Planned next period: a. Continue water line tie ins and begin abandoning existing water line in Freeport. 3. Construction Updates: a. Zayo – Will begin excavation for locating the Zayo utilities in the bridge area on Tuesday th September 11. b. Frontier – Work is scheduled to begin on relocations next week. c. Spectrum – Meeting with Spectrum on Tuesday 9-7-18. Spectrum to get with Engineer to see why the conflict areas were missed and come up with a schedule on when work will begin. 4. Construction Issues: a. Condition of Southwestern Blvd – Street and inlets are in bad shape, there are a lot of patches, potholes, and cracks in Southwestern where water line pavement repair will tie in to existing street. TSC will provide pricing for extra paving work in Southwestern. b. 8” water line T, drawing sheet C-30. Drawings do not show permanent paving repair in the cross cut for the water line. RFI Submitted. This will be added pavement repair. c. There appears to be existing fiber line in the way of the drill shafts on the Northbound side of the Bridge. TSC began drilling the shafts on 6-21-2018. They completed drill shafts 1-6 and 1-7. TSC had to cut a section of water line out of the way for drill shaft 1-8. While they were doing this the locate company was out marking utilities and their marks were in conflict with some of the drill shafts, including drill shaft 1-8. 6-22-18 TSC had Wylie Drilling move to the North abutment. Wylie drilled drill shafts 4-9 and 4-8. While starting drill shaft 4-7 they hit a Frontier fiber line that was not marked and drilling stopped. TSC has requested the locating company to meet on site which is scheduled for Friday 6-29-19. TSC claims that locates were never marked in the creek area and thought they were ok to drill. We have received photos from the locating th company showing marks in the creek area on May 15. TSC to continue potholing to find the exact location of fiber line. 7-17-18 met on site with Zayo – Rocky Crockett. Zayo will have lines located. d. While RPM was removing pavement in the Northbound lanes of Freeport on 6-29-18 they uncovered a Spectrum line running across Freeport just below the pavement just South of the Hard 8 driveway. Spectrum to lower line. Spectrum was on site 7-19-18 lowering the line But the work is not complete. e. 7-24-18 - While TSC was digging for the water line installation in Southwestern they hit the Water Line T which was not an 8” WL the plans showed, but was an 1.5” service line to Oncor’s Substation. The Service has not been used within the last year, so they will replace the service at a later date. f. 8-1-18 While RPM was grading between Bethel and Southwestern they encountered a Frontier line that runs along the eastern edge of the Northbound lanes of Freeport. The line is very shallow in places and is in conflict with the road subgrade elevation. Meeting set up with Frontier on 8-6-18. 8-6-18 Frontier is to work on relocation of the line in conflict, no word on timing of the relocation. g. 8-1-18 TSC is having to remove a valve and place a plug on the tee on the original line that WL M1 is replacing. We could not get a positive shut off on the existing valve. h. TSC has requested contract time stoppage due to franchise utility conflicts. Zayo utility conflicts in the bridge area. Frontier conflicts on the section of the roadway between Bethel and Southwestern. The City of Coppell is to issue a contract time stoppage documentation to TSC. 5. As-built items: a. 16” WL A Sta. 37+35.93 shifted fire hydrant to miss existing valves. b. 16” WL A Sta. 37+67.93 shifted fire hydrant to miss existing FH. c. 16” water line “A” Sta. 27+80 – water line alignment adjustment to miss existing fire hydrant. d. 16” water line ”A” Sta. 36+00 – water line vertical adjustment to go under a communication duct bank. e. Water line “A” Sta. 22+80 to Sta. 19+00. TSC will move water line alignment into the street due to existing utilities in the ROW interfering with the planned alignment. f. Water line “T”. Plans show an 8” water line to be replaced. This is a 1.5” service line for the Oncor substation that will be replaced with a 2” service line. g. Water Line J – having to use 2 90 degree ells to make tie into existing line. h. Adding 45 degree ells to fire line Sta. 47+82 to miss storm drain and sewer line. i. WL Sta. 8+08 had to connect FH to existing 8” fire hydrant lead, added 8” GV and 8x 6 tee. 6. Areas of Concern: a. Saturated sub-grade. We have a response back from J Volk stating that Alpha Testing recommends the exposed soil subgrade be observed during proof-rolling. Any soft, wet, loose material exposed during the proof-roll should be removed and recompacted. TSC gave us a proposal for installing an edge drain on the edges of the road. b. Street light removal – Oncor was scheduled to remove street lights during the week of th July 9, that did not happen. We have a new contact with Oncor who is checking on the light removal and will let us know when it will happen. COMPLETED c. Pond at Kroger. TSC has concerns with the pond at Kroger. Plans call for a rock gabion basket at the road side of the pond. TSC is concerned with the possibility of the pond water migrating through the gabion basket to the road sub-grade. J Volk to review. 7. Change Order Items: a. Valve Install on South side of Bridge to isolate water line in bridge area due to conflict with bridge drill shafts b. Plug installation on water line at Gateway. The line that WL M1 is replacing had a bad valve that would not shut off, had to remove the valve and install a plug. c. Water line realignment from bridge to Airline due to franchise utility conflicts. Extra fittings and extra piping. d. Replace FH at Sta. 13+90 e. FH Relocation Sta. 8+08 adding 8: GV and 8x6 TEE. 8. Other a. Had a discussion about the bid item Connect to Existing Water Line. There are 4 – 2” connections on Southwestern that are not replacing the meter setter, just connecting to existing water line. TSC Eric said these should be covered under something else and not under the bid item connect to existing water line and that the cost of the connections from new main to the connection point is more than the bid item. We asked how they bid this item and he did not know. At the end of the conversation we asked Eric to provide pricing for the 4 connections and we would look at it. 9-5-18 Received pricing for the connection points on Southwestern and in under review.
