RE: Drainage Problem
Today, the City Engineer and I toured the Whispering Hills Subdivision where
Fieldcrest Loop Road exists. The area was dry so we were unable to observe
graphically the extent of the problem. However, it was quite apparent that there
exists inadequate drainage in the area.
The Whispering Hills infrastructure was constructed approximately ten years ago.
There was very little enclosed drainage installed. Consequently, the open drainage
ditch in front of the street has either silted from the soil erosion of the lots or
has been filled by other means. There are many sidewalks and driveways in the
area that have culvert pipes. These pipes, for the most part, are not set to a grade
and are inadequate for drainage pipe, it would appear.
~/ The most economical resolution to this problem, ~n my op~nio~rf, is to have the
drainage ditch in front of each lot rechannelled and remove the~mall culvert piping
under the driveways and sidewalks and replace them with ,Ion.!_q~,q~ diameter piping
on a grade that will allow the area to drain. We are in the process of obtaining
"~ cost estimates and I will forward that information' to you as soon as I receive it.
There is an area in the Shadowridge Subdivision Phase II where some building and
construction materials exist. This area is within a drainage easement for the most
part. Staff will be cleaning this area in the very near future.
The open field behind the homes on the west side of Whispering Hills where there
seems to be standing water frequently, does not appear to be the result of the
drainage easement construction that apparently was constructed in the Shadowridge
Phase II Oevelopment. Staff has visited the site and concluded that the standing
water has existed in the area for a period prior to the improvements to the tract~
of land to the south. If staff is not in error in its observation, the recommended
direction for this particular issue would be to request our code enforcement to
evaluate the level of the health hazard.
