Whispering Hills-CS 890720July 20, 1989 TO: Russell Doyle, City Engineer FROM: Shohre Daneshmand, Civil Engineer ~ SUBJECT: PARKING RESTRICTION ON WHISPERING HILLS IN VICINITY OF ASHLEY DRIVE As per your memo, dated 6/19/89 and per telephone conversations with Mr. James Mathers, residing at 130 Whispering Hills, I conducted a site visit of above location, on Tuesday, July 18, 1989. Although there were very few cars parked along said road, according to Mr. Mathers there are usually lots of cars parked, especially in evenings. Per my findings, research, and the 1980 Texas MUTCD, I would like to make the following recommendations: (1) "Curve Ahead" Warning signs be installed, approaching each curve on Whispering Hills, from both directions. (see attached map) (2) Due to the geometric layout of Ashley Drive intersecting Whispering Hills between two horizontal curves, visibility at this three-way intersection is poor. I therefore, recommend that parking be restricted along the Southbound direction of Whispering Hills, from Charleston Drive to the end of Lot 12, Block "H" (see attached); the traffic devices to be used are: -"No Parking at any time" regulatory signs - Curb marking of yellow paint be used along the restricted area , as defined above. Upon your review and approval of this recommendation, we will then need to prepare an ordinance on this parking restriction for the City Council's consideration of approval. The final step will be the installation of said traffic devices, which would be handled by Public Works Department. Please let me know if you have any comments, questions, and/or suugestions. I will then prepare a letter to Mr. Matters to keep him informed that we are working from his request.
