H/STORY:
Prior to 1982, this property and the surrounding properties were
class/fled SFol2 on the zoning map. In mid-1982 City Council
rezoned the proper~y surrounding this tract on the west, north and east
to the "TC" Town Center District On July 9, 1996 City Council
approved a zoning change for this 1-acre parcel to "TC" and
incorporated it into the shopping center on October 8, 1996.
To date, two previously approved restaurants operate within the
Town Center Shopping Center; Starbucks Coffee Shop and Anamia's
Tex-Mex Restaurant.
TRANSPORTATION:
Sandy Lake Road is currently being improved from a two-lane
asphalt road within a variable width right-of-way (100' wide in front
of the subject property), to a CAD four-lane divided collector street
within a 110' wide right-of-way.

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property as suitable for
Neighborhood retail use.
DISCUSSION:
The proposed Wings To Go franchise restaurant will be located between
Anamia's Tex-Mex Restaurant and Marfinizing Dry Cleaners in the Town
Center Shopping Center. Wings To Go offers table and carryout service,
serving a variety of buffalo wings, sandwiches, wraps, etc. The total seating
capacity at this restaurant is shown to be 22, with a majority of business
generated from the carryout service. The proposed hours of operation are
11:00 a.m. to 10:00 p.m. Sunday through Thursday and 11:00 a.m. through
11:00 p.m. Friday and Saturday. The private club portion of this request is to
allow the sale ofheer on the premises.
This will be the third restaurant tenant in this retail center. The approved
overall site plan for this center shows approximately 58,000 sq. it for an
anchor tenant (Tom Thumb), another 24,700 sq. Ii. for retail uses, and 7,500
sq. ii. for restaurant uses. This proposed 1,440-sq. fl. private club restaurant
will absorb the remaining allowable restaurant square footage for the center,
bringing the total to 7,065 (or 7,525-sq. Ii. including Starbucks outdoor
seating). Any additional restaurant requests for the Town Center Shopping
Center would require a formal amendment to the site plan.
The applicant is requesting a standard white internally illuminated attached
sign, in compliance with the sign ordinance.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends APPROVAL of this special use permit request subject to the
following conditions being met:
1) The development of this property shall be limited to the site plan, floor plan
and signage as attached to and made pan of the of ordinance.
2) The hours of operation being 11:00 a.m. to 10:00 p.m. Sunday through
Thursday and 11:00 a.m. to 11:00 p.m. Friday & Saturday.
3) Permit the sale of beer on the premises only as provided by State Law.
4) A 750 gal. (minimum) grease trap will he required to he furnished with finish
out package.
