RE: Windsor Estates Subdivision Fees
Dear Mr. Peck:
This letter is written as a follow-up to our conversation on September 12, 2001 in which we discussed
additional fees associated with a 1 V:-inch irrigation meter. During the course of our conversation the
actual number of lots developed in the Windsor Estates Subdivision came into question. Our previous
assessment of this project on November 10, 1999 calculated the impact fees based on only 21 lots in the
subdivision, with no assessment for an irrigation meter. Because there was some confusion over the
number of lots, I referred to the approved plat for Windsor Estates, at which time I noticed that there
were 22 residential lots on the approved plat. There are also four common areas. Because there are 22
lots instead of 21, I have revised your impact fees for this development. In addition to revising the
impact fees to reflect 22 lots, I included the two irrigation meters as we discussed. One is a 5/8-inch
meter; the other is a proposed 1 l/2-inch irrigation meter.
The attached Development Fee Worksheet shows 22 domestic meters, one 1 l/2-inch irrigation meter and
one 5/8" irrigation meter. Also attached to this letter is a Development Fee Table, which shows the
various fees due and payable on Windsor Estates, and also the amounts previously paid, and date(s) we
received those payments. The addition of one residential lot and two irrigation meters has increased
your Water Impact Fee by $3,150 and your Wastewater Impact Fee by $450. The one additional
residential lot increased your Park Fee by $1,285 and your Roadway Impact Fee by $855. In addition
to those increases based on an increase in the number of lots, I also noticed that to date, you have not
paid your Street Light Assessment or your Street Sign Assessment, and an outstanding Overtime
Inspection Fee.
Based on my calculation, you have outstanding fees due at this time of $8,541.11 on the Windsor
Estates development. This amount needs to be paid prior to acceptance of this development by the City
of Coppell. Please contact this office as soon as possible to rectify this fee reassessment issue. Thank
