Dear Mr. Jordan:
This letter is written in response to the on-going review of the flood study for the
reclamation of Windsor Estates prepared by Ron Morrison with Morrison Hydrology
Engineering, Inc. and reviewed by Walter Skipwith with Halff Associates, Inc. As you
are aware the complexity associated with this reclamation far exceeded the original
scope of review as is typical on a reclamation project. An additional invoice in the
amount of $1,576.35 has been submitted to the City by Halff Associates, Inc. That
amount should be paid to the City prior to the submittal of the flood study to FEMA.
At this time, I am unsure of the exact status of the finalization of the flood study. As
you may be aware, Ron Morrison suffered a heart attack on October 30, 1998. I did
speak with his wife on November 2nd and at that time Ron was still in the hospital
awaiting additional tests. Quite honestly, I am unsure what impact this will have on the
finalization of your report and the submittal to FEMA. However, the project cannot
move forward until the report has been finalized, accepted by the City and submitted to
FEMA for their review.
