RE: Windsor Estates
Dear Mr. Bums:
The City of Coppell has received and reviewed the referenced plans and has the following
comments to offer:
1. Provide a final plat.
2. Provide details only for special details for which the City does not have a standard detail.
Include a note that all construction shall conform to City construction standards.
3. Permanent slope stabilization may be needed for areas adjacent to the creek. Provide a
grading plan for the future hike and bike trail, which should be included with the grading
for the development.
4. Show lot and block number for all lots on each sheet.
5. Show the locations of storm inlets on the plan and profile sheets for each street.
6. Show the location of all sidewalks in the subdivision and note that the ramps at
intersections will be barrier-free ramps to be constructed when streets are constructed. All
sidewalks adjacent to common areas will also be constructed when the streets are
constructed. Only sidewalks for individual lots are to be constructed when each lot is
developed. Please provide notes for these items on the plans.
7. Please note that the homeowners association will be responsible for maintaining the wall
at the southeast comer of the property.
8. Please provide at least one foot of shoulder along Deforest Road to support the asphalt
paving. Show this in the wall section detail. Indicate in plan view where this wall is being
proposed. A slope easement may be required from the property owner on the north side
of Deforest Road.
9. Please show right-of-way dimensions for all streets on all sheets.
10. Show white edge striping and yellow centerline striping along Deforest Road. Also, show
white delineators to mark the edge of pavement along Deforest Road to supplement the
standard edge striping. Also provide a yellow button taper for the approach to the island
in the subdivision entry.
11. History tells us that there is an old fill area in the northwest comer of this property. Please
note this area on the plans and identify a plan for addressing this potential problem.
12. Show any utility crossings in the street profiles.
13. Provide notes on all plan and profile sheets regarding 95% compaction of backfill in 8"
lifts.
14. On the water and sanitary sewer plan, indicate that the minimum water service is a 1"
service and that the minimum sanitary sewer service is a 4" service.
15. Do not tie a sanitary sewer service into a sanitary sewer manhole, tie it into the main.
16. Show drainage structures on the sanitary sewer and water plan.
17. Show a dry bore underneath the street to southwest of this property in order to connect to
existing stubout, with an open cut only where required to make the connection.
18. All fire hydrant locations need to be approved by the City Fire Marshall, Travis Crump.

19. On the storm sewer plan and profile sheet, provide details of the wing walls shown at the
ends of the line along Deforest Road and for all stormwater outfalls. Consider erosion
control measures.
20. Show an additional inlet on the east side of St. James Place to intercept any runoff before
it reaches Deforest Road.
21. Provide a drainage calculation table showing intensity, c-value, and Q~0o for each
drainage area.
22. Provide an erosion control plan for Windsor Estates.
This list of comments represents the major concerns from the City Engineering Department.
Please note that many of these comments address missing items that are standard to a set of
development plans, not items that were reviewed for design. There are various other comments
throughout the plans. Once these comments have been addressed, these marked plans and two
sets of revised plans should be submitted to the City for review. If you have any questions
