LD said all correspondence to go through KK, GR, and himself. Any construction problems, change orders, field changes, must be sent to and approved by KK, GR and LD. 2. It was determined that 15 sets of stamped plans would be needed; four sets for the City, five sets for the Paving Contractor, three sets for the Utility Contractor, one,set for the Design Engineer, one set for the Construction manager and one set for the Developer. KK to submit plans t6 City on Friday for city Engineer to stamp approved. All plans to be picked up on Monday. Since project was so close to City Hall, KK suggested plans be picked up at the City Engineer's office. LD said to coordinate with City Engineer or Becky Davis at 214/303-1016. 3. LD submitted two separate permits which must be completed by each contractor prior to beginning construction. KK was to photocopy enough copies of these documents for each contractor and mail them out to each by Thursday, October 10, 1991. 4. LD then asked each of the City's franchised Utility Companies for input. 5. TU electric requested a copy of the plat and the water, sanitary sewer and storm sewer plans. KK gave TU an entire set of plans at this meeting which included each requested exhibit. 6. FK1 asked GH if they were supplying street crossing conduit. GH 'said yes but to call one week before picking up conduit. GH said locater type to be installed by Utility Contractor in order for Tu Electric to locate with crossings. KK asked GH to walk the site once all crossings were installed so they could confirm their installation. FK1 said he would contact TU Electric after he has installed all the crossings. GH gave a copy of their plan to KK for his files. KK asked GH to review sanitary sewer plan which gave a schedule of utility crossings and showed the location of each crossing. If there was a problem with layout, GH said he or someone from his office would call KK. All crossings will be put in prior to paving. Design Engineer will be responsible for staking each end of these crossings. 7. MG did not have a layout plan of their facilities. KK said if they need street crossings, they needed to contact KK, FK1 and LD before paving phase began. MG said it was not uncommon for GTE to bore streets. 8. HS gave sketch of their layout plan to KK. Lone Star Gas will need four crossings which have been identified on the sanitary sewer plan. KK gave Lone Star Gas one complete set of plans and asked that they double check street crossing schedule shown in the Engineering Plans. If any additional crossings are needed, they would contact KK, FK1 or FK2 and LD. 9. LD said plans were not approved at this time and asked KK to contact Howard Pafford with Utility Department, City of Coppell for his final review comments. KK said he would call and revise plans accordingly. 10. All franchised utility companies were to locate existing lines within the project area on Friday 10/11/91. FK1 or FK2 to be onsite at that time. 11. FK1. to contact Paragon Cable to locate their facilities, if any. 12. FKI' submitted trench safety plan to KK and LD. KK said that it is imperative that the trench safety plan be adhered to at all times. Trench Safety Plan was prepared by a P.E. in the State of Texas. 13. LD informed panel that an erosion control ordinance was just recently passed. KK explained where erosion control was to be implemented including the outfall of the proposed storm sewer system. The block sodding andi hay bale installation were acceptable to LD. KK said this would be installed by others prior to City acceptance of the subdivision. 14. LD, KK, GR explained the concerns of the surrounding property owners have had with this development. 15. LD said working hours were from 8:00 a.m. to 5:00 p.m. Monday through Friday. Work on Saturday is allowed but not recommended. LD said letter must be written to City the Wednesday prior to the Saturday the contractor wishes to work. Overtime inspection fees will be billed to contractor and will be for a minimum of four hours. LD again recommended that no work be done on Saturdays. 16. GR wanted contractors working each and every Saturday until project is finished. GR asked LD if contractors could write just one letter stating they would be working each and every Saturday. BJ said he would write them one week at time. FK1 said he would do the same. 17. LD said contractor does not need to have inspector on site on Saturdays if they are just cleaning up, maintaining equipment or other work not relating to the construction or installation of any improvements shown on the Engineering Plans. 18. LD warned contractor about dust control and mud control within the streets. 19. LD warned about smoke control from burning. GR said there is still a little bit of burning to do and that he is working with the fire marshall about finishing the work. A good portion of the burning has already been completed. 20. FK1 asked if 3/4" crushed limestone was acceptable for embedment. LD said yes. 21. LD said backfill must be tested every 300 feet at each lift. 22. PS asked what LD considered a lift. LD said six to eight inches. 23. FK1 said he would like to backfill all pipe at least one foot above the pipe before beginning compacting so that pipe would not be crushed. LD said that was ok. 24. LD said all inlets to be formed inside as well as outside, and that a batch design must be supplied to KK and himself for all manholes, inlets, and headwalls prior to construction. 25. LD said-all sanitary sewer mains must be tested for pressure and a mandral pulled from manhole to manhole. Sewer must also be t.v. 26. LD said water mains must be tested from valve to vale at 150 psi. A bacterial test must ~lso be done before city acceptance of these improvements. : ~ 27. The loading of the water system will have to be through a meter. All water to be furnished by contractor. LD said the contractor will not be allowed to load the system directly off of the existing main in Denton Tap Road. 28. Materials can be delivered to the site on Friday October 12, 1991, if contractors do not have stamped plans with them. No work to begin unless City approved set of plans is on the Site. 29. FK1 said materials will be purchased from Industrial International. 30. LD said reflective "terra tape" to be placed 12 inches above all utility mains at contractor's expense. 31. LD said traffic control plan must be submitted to City before work within a public street. This plan must be in accordance with the State Highway Traffic Control Manual. Barricades at the entrance to the subdivision must be placed across entry unless contractors using entry for delivery of materials. All barricades to be replaced at the end of each working day. 32. No utility trenches shall be left open overnight. 33. FK1 said he would pour manholes in place as well as inlets and headwalls. 34. Paving Contractor to provide batch design to LD and KK prior to beginning work. 35. Paving will not be allowed unless temperature is 35 and rising or 40° and falling. 36. Portable "potty" to be furnished by contractors for their workers. 37. LH Lacy will cut alley grades along West property line. 38. GR and KK suggested paver begin work along West and South side of projects. GR preferred to do alleys first so that landscape architect can begin fence work around perimeters of site. 39. BJ said he would be bringing in batch plat and situated near Northeast corner of site (per GR's request). 40. All spoil material to be placed on commercial tract on East side of tract. LD said if fill is more than 12 inches high, he would like to see a plan. LD also said he does not want to impede the drainage as a result of stock piling spoil material. 41. KK said spoil material can be placed on both sides of Wynnpage Drive near entry to subdivision (on commercial tract only). The owner of the commercial tract is also the owner of Wynnpage Estates. 42. SA said construction manager for landscaping will be Nan Arnold. SA gave set of landscape plans to LD. These plans have been revised by Mesa per City review comments. 43. KK said screening walls and entry feature will not be part of final city acceptance, but landscaper should begin work once perimeter alleys have been paved. 44. Meeting was adjourned at 2:45 p.m.
