Unzicker, Schnurbusch Associates, Inc. 8700 Stemmons Freeway Suite #400 Dallas, Texas 75247 RE: W~NN?AGE ADDITION Dear Mr. Kendrick: I am responding to your August 27, 1991, correspondence regarding the above referenced subject. Specifically, you request clarification of the City's position involving fencing of the addition. The acceptance of all screening walls, landscaping, signage, and other architectural enhancements to our residential subdivisions is not normally required prior to acceptance of engineering improvements (streets, alleys, drainage structures, etc.). In the normal course of events, screening fences/walls come after approval of engineering requirements. As you are well aware, approval of the Wynnpage development was not a normal procedure here. The citizens of Shadow Ridge (the subdivision on the west and south boundary of your development) were very much concerned that all promises made durin§ the zoning and platting process be followed. As I recall those discussions, Jim Siepiela promised that screening fences would be in place before houses would be occupied. The community doesn't remember those discussions quite that way and have, in fact, demanded that I require the west screening fence be in place before any development activity occurs on the site at all! I will not require that screening fence to be in place prior to development activity. I will not require screening fences to be in place before residential construction begins. However, I would urge you to make every good faith effort you can to begin construction of the western and southern screening fences/walls as soon as infrastructure and alley construction is complete, and to finish those portions adjacent to residential uses promptly. I will expect you to have all screening walls/fences in place before occupancy permits are issued, and trust this condition is agreeable to Jim. I believe these remarks address the issue raised in your August 27 letter. If further clarification is needed, please contact me at you convenience. At your request, I have delivered copies of this letter to Larry Davis and Dale Jackson.
