of Cottonwood Creek Section VI (see exhibit). The increased traffic in these subdivisions
could be a hardship on the adjacent properties. In addition, several sections of Westrainier
Way would have to be pasted as 'no parking' during the rerouting of the traffic. Ordinance
~93637 allows the City Engineer to past temparary 'no parking' in construction work areas.
That option would be utilized on Westminster Way to insure that the increase in traffic can
safely maneuver the residential streets. While the contractor has indicated that the
construction time would be approximately 2 months, as Council is well aware, any number
of items, such as unforeseen underground conflicts and weather, could extend that
time frame.
To summarize: the pasitive of closing the roadway is a quicker construction timeline and a
safer work area and the negative is the routing of traffic through residential subdivisions
with the pasting of temparary 'no parking' on Westrainier Way.
If Council chooses to approve the closure of Coppert Road, individual notices will be mailed
to all property owners adjacent to the residential streets where traffic will be routed. In
addition, the normal notification process will also take place. Staff will be available to
answer any questions at the Council meeting.
