TRANSPORTATION: Town Center Boulevard is a 28'-wide pavement within a proposed 28'-wide right-of-way. Town Center Drive is a 66'-wide divided pavement within a proposed 66'-wide right-of-way. Item # 9 SURROUNDING LAND USE & ZONING: North - Municipal open space; TC South- vacant; TC East Chaucer Estates; PD-SF-7 West Comerica Bank, Wendy's, vacant; TC COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for public/institutional uses. DISCUSSION: Site Plan: Components of a site plan submission still missing are: samples of exterior color selections, exterior lighting specifications, rear and side building elevations and monument sign elevations. Elements of the site plan and landscape plan which do not comply with City regulations include lack of 30"-high plant material to screen the driveway on the south, lack of a 6-high masonry screen wall on the east and location of a monument sign too close to an interior property line. Preliminary Plat: With the exception of half the width of Town Center Boulevard where it adjoins City property, the Planning Department has found no record in its files indicating that either Town Center Boulevard or Town Center Drive has been dedicated. If the streets have been dedicated by an insmanent other than a plat, the place of recording should be noted on this plat. If not, sufficient roadway dedication needs to be accomplished by plat to comply with Subdivision Ordinance requirements [All lots shall be adjacent to a dedicated street to which access is allowed. (Appendix C, Section IA13)]. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Provided that the applicant brings all missing materials to the Planning and Zoning Commission meeting, as indicated above, staff recommends approval of the site plan subject to: 1. Planning and Zoning Commission, City Council and Town Center Architectural Review Board approval of all 4 building elevations and of all exterior building material selections. 2. Removal of the monument sign or relocation to a point at least 75 feet from an interior property line, and the Planning and Zoning Commission and City Council approval of all sign elevations, specifications and material selections. 3. Provision of driveway screening on the south side of the property. 4. Provision of a 6'-high masonry wall to screen the property from the Item # 9 residential uses to the east, unless waived or modified by City Council. 5. Provision of exterior light fixtures of the same type as utilized on adjoining property, with shields installed to prevent glare on the east side. 6. Provision of underground electrical service on-site throughout. 7. Provision of parapet screening of rooftop mechanical equipment on all sides. and approval of the preliminary plat subject to: 8. Provision of a notation showing that Town Center Boulevard and Town Center Drive have been dedicated; or, if not, dedication of these streets with the final plat of this subdivision. 9. Provision of a looped private 8" water line along the north and east side (See Engineering Comments) 10. Connection of the proposed 39" RCP to the existing drainage north of the development (See Engineering Comments). 11. Compliance with all other provisions of the Zoning Ordinance and City Code. ALTERNATIVES: 1) Approve the preliminary plat and site plan. 2) Disapprove the preliminary plat and site plan. 3) Approve the preliminary plat, withholding approval of the site plan.
