Box 478 Coppell, Texas 75019 Dear Mr. Griffin: Finley Development, on behalf of W.O.C. Investments, Inc., owner of the above referenced development, respectfully request the City of CoppeH permit the grading of this project to begin prior to final plan approval. It is understood the owner will be responsible for any damages which may occur as a result of this early start. The owner will be responsible for complying with the EPA requirements. The required preventive pollution plan erosion control measures will be constructed prior to commencement of grading operations. HAP Engineering, project engineer, will deliver the requisite number of plans for the grading operations.
