DearMr. Davis:
Please be advised that the initial Development Agreement by and between Northlake
Woodlands and Coppell Crossing Two, Ltd. was never executed or agreed to by Mr. Steve
Parsons who represented Northlake Woodlands. In try. lng to fill your request to provide you with
a completed agreement, we discovered that the item had never been signed.
In contacting Mr. Parsons regarding the whereabouts of the Agreement, he indicated to us
that he did not agree to those items reflected in Attachment "D" to the Agreement. Specifically,
Mr. Parsons did not agree to landscaping, irrigation and aesthetic components of the access
easement fire lane.
Upon reviewing the plats in this matter, it has come to my attention that the point where
the access easement comes from the Hollows Subdivision of Northlake Woodlands, up to the
Coppell Crossing Two, Ltd. property line, has been a dedicated fire lane for the benefit of the
general public for fire safety. Mr. Parsons was allegedly told by representatives of Coppell
Crossings not to pour the remaining twenty-four (24') feet of concrete in as much as that was Mr.
Vexler's property and since the Agreement w~.s not signed and the items to Attachment "D" to
the Agreement had not been agreed to by Mr. Parsons, that he could not enter the property and
pour the remaining fire lane area. In as much as this Las been dedicated to the City, the City will
hereby take responsibility for improving the iast ten (10') feet by twenty-four (24') feet fire lane
access easement from the Northlake Woodlands to Mr. Vexler's property. As a fire and health
safety issue, the completion of this fire lane access easement inures to the benefit of both Coppell
Crossing Two and Northlake Woodlands and we have determined that it is a public safety issue
which the City must immediately address.
Therefore, we are writing to advise you that the remaining portion of the fire lane access
easement as dedicated to the City will be improved as set forth herein as quickly as possible· We

anticipate trying to undertake this action in the next two weeks in order to provide fire safety for
occupants of the commercial m'ea in Coppell Crossing and the residents to the Hollows.
