TRANSPORTATION: MacArthur Blvd. is a P6D, six-lane divided thoroughfare, currently built as a 4-lane divided thoroughfare, but scheduled for widening to 6 lanes, within a ll0'-wide right-of-way. SURROUNDING LAND USE & ZONING: North- South - West - Vacant; C Vacant; C Commercial & office development; R Transmission line, vacant; A & SF-9 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for regional retail uses. Item//4 DISCUSSION: The applicant is proposing a Sapanese themed private club restaurant in the future Copper Crossing shopping center. The private club portion of the request is to allow beer and wine to be served on the premise. The plan shows that the applicant will be leasing 1,500 square feet in the 12,000 square foot retail building. This is the third special use permit for an eating establishment to be considered for this center. The first being Cowboys Barbecue, a private club restaurant, that will lease space in the 9,000 square foot companion building immediately north of this site. The second being Fresh Wok, a carry-out Chinese restaurant located in the same building two doors south from the proposed restaurant. Based on staff calculations, the retail center may accommodate up to 8,000 square feet of restaurant space and still meet the city's parking code. Currently, the retail center has about 4,750 square feet of space devoted to restaurants uses. The submitted floor plan indicates the restaurant's seating capacity to be 60. The plan shows the front two-thirds of the restaurant being devoted to the dinning room and the rear third of the space a kitchen, public restrooms and small office. The proposed hours of operation are 11:00 a.m. to 11:00 p.m. daily. The proposed sign is a channel letter sign to be raceway mounted. The elevations show that the raceway to be bronze and the channel lettering to be ivory. Staff is of the opinion that the raceway needs to match the color of the sign. A white raceway in front of the lease space would be aesthetically pleasing. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning Staff recommends approval of the special use permit subject to the following conditions being met: 1) The color of the raceway should match the color of the sign. 2) The proposed hours of operation are 11:00 a.m. to 11:00 p.m. daily.
