TRANSPORTATION:
MacArthur Boulevard is a P6D six-lane divided thoroughfare
currently built as a 4-lane divided thoroughfare, but scheduled for
widening to 6 lanes, within a 110'-wide right-of-way.

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property as suitable for
regional retail uses.

DISCUSSION:
The applicant is proposing a carryout Chinese restaurant in the future
Copper Crossing shopping center. The plan shows that the applicant will
lease 900 square feet space in the 12,000 square foot retail building. This
is the second special use permit for an eating establishment to be
considered for this center. The first request was for Cowboys Barbecue, a
private club restaurant, that will lease space in the 9,000 square foot
companion building immediately located to the north of this site. Based on
staff calculations, the retail center may accommodate up to 8,000 square
feet of restaurant space and still meet the city's parking code. Currently,
the retail center has about 3,150 square feet of space devoted to restaurant
uses.
The floor plan shows a customer pick-up and waiting area at the entrance
separated by a counter with the rest of the space devoted to food
preparation and storage. There is a small office and restroom located in
the back of the restaurant. The sign elevation indicates a channel letter
sign with white and red neon illtuninafion. When City Council approved
the site plan for this retail building it placed six conditions. The 6a
condition dealt with signs, limiting the color of all signs to ivory. If
necessary, a tenant could incorporate a logo of a different color as part of
allowable signage, provided that the logo occupies less area than the ivory
lettering. Therefore, applicant will have to limit the sign color to ivory.
The red neon illumination will not be allowed.
The proposed hours of operation are as follows:
Sunday through Thursday:11:00 a.m. to 9:30 p.m.
Friday and Saturday: 11:00 a.m. to 10:30 p.m.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
The planning staff recommends approval of the special use permit subject
to the following conditions being met:
1) Limit the sign color to ivory and provide a scale on the sign elevation.
2) The proposed hours of operation are as follows:
Sunday through Thursday:11:00 a.m. to 9:30 p.m.
Friday and Saturday: 11:00 a.m. to 10:30 p.m.

1) Recommend approval of the request
2) Recommend disapproval of the request
3) Recommend modification of the request
4) Take under advisement for reconsideration at a later date.
