Dear Sir:
Attached to this letter is a copy of the Scope of Services for the design of Wrangler Drive from
Belt Line Road to Freeport Parkway. This Scope of Services enumerates the essential elements
that the City will be evaluating prior to selecting a firm for contract negotiations. Three copies
of the proposal should be submitted to and received by the Engineering Department no later than
5:00 p.m., Friday, April 20th, 1996.
The actual review of the proposals and the selection of the firms will be conducted during the
time frame of April 22nd through May 4th, 1996. If the selection process stays on schedule,
the contract for the design of Wrangler Drive will be awarded to a consultant at the May 14th,
1996 City Council meeting.
As I am sure you are aware, the proposal should contain no information relative to the cost for
the design of this project. All specific costs will be negotiated with the consulting engineer that,
in the City's opinion, will provide the best service to the City in the design of the project. If
the City cannot negotiate a contract with that firm, then we will move to the next qualified, and
so forth until a negotiated contract can be attained.
The Engineering Department will be happy to provide information on the development that abuts
Wrangler Drive. The initial contact person for the acquisition of any information is Doug

SCOPE OF SERVICES FOR THE DESIGN OF WRANGLER DRIVE
FROM BELT LINE TO FREEPORT PARKWAY
The City of Coppoll is seeking proposals for the engineering design associated with Wrangler
Drive from Belt Line to Freeport. The proposal should contain, but not be limited to, the
following information:
1) A summary of the essential elements of the proposal, including a completion
schedule for each clement.
2) The technical approach to accomplish the objectives for the assignment.
3) The related experience of the consultant and the personnel assigned to the project.
4) A management plan, including identification of the project manager and key
personnel assigned to the project. Background information on the people that will
be working on the project should be included.
5) A list and status of current activity in the City. The list should include all public
or private work within the last year and the last public or private project ever in
Coppell, regardless of when it was designed.
Project Information:
Wrangler Drive will be constructed as a two-lane undivided roadway. The actual roadway width
will be between 40 and 44 feet wide within 65 feet of right-of-way. There are extensive
drainage considerations along this project, particularly on the north side at the east end of the
project. The vertical grade will need to match existing streets and the horizonal alignment will
need to take into consideration existing right-of-way. In conjunction with the street construction,
the City will be constructing a 12" water main on the west end of the project to connect to
Freeport Parkway. The design of the water line should be included as part of the design of
Wrangler Drive. Also, the project will include the design of a traffic signal at the intersection
of Airline Drive with Belt Line Road. This traffic signal will need to be synchronized with the
traffic signal at the intersection of Wrangler Drive and Belt Line Road so as to allow the City
to better control traffic along Belt Line Road and into and out of Wrangler Drive and Airline
Drive. Right-of-way documents will be required, particularly on the west end of the project
where no right-of-way exists. There has been some discussion with Council concerning the
actual limits of construction stopping at Coppell Middle School West, however, the design
should include the entire roadway from Belt Line Road to Freeport Parkway. Plans should be
designed in such as way as to easily allow the west end of the project to be eliminated. Even
if the west end is eliminated, the 12" water line will still be constructed and connected to
Freeport Parkway. There will need to be coordination with existing water lines, gas lines, fiber
optic lines and any other utilities in Wrangler Drive. A schematic layout of Wrangler Drive,
with the existing adjacent development and right-of-way, is included for your review. You
should contact the Engineering Department to evaluate any available information.

The Scope of the Work will be as follows:
1) Obtain and utilize all existing data.
2) Perform all necessary field surveys to accomplish the required design of the
project. This will include establishment of vertical and horizontal control.
3) Obtain soil borings and determine soil conditions at specific locations along the
proposed route.
4) Prepare cost estimates for the project.
3) Design and prepare construction drawings and specifications for the project.
4) Prepare all necessary documents for right of way acquisition.
5) Assist in the preconstruction bidding, review, and award of a construction
contract.
6) Upon completion of the project, provide a set of reproducible as-built drawings.
The Evaluation Criteria:
All proposals will be thoroughly evaluated by the City, after which negotiations will be initiated
with the City's first choice. If negotiations fail to produce an agreement, negotiations will cease
and the City' s second choice will be notified and so on, until the City can come to an agreement
with an acceptable consultant. The contract will be awarded to the responsible firm whose
proposal is determined to be the most advantageous to the City considering, but not limited to,
the following factors:
1) Understanding of the project.
2) Ability to complete the project in a timely manner.
3) Qualifications of personnel assigned to the project.
4) The type of services proposed.
5) The firm's prior experience with projects of this type.
6) The City's past experience with the firm.
