Dear Mr. Cullar:
Thank you for your prompt response to our request for appraisal services for the
referenced project. Although we have had numerous conferences with Dallas
County and Carrollton-Farmers Branch ISD in the past concerning the acquisition of
needed right-of-way; just last week we were informed that the right of way has
already been acquired by Dallas County. We were quite surprised when Dallas
County informed us that they had acquired the property in 1996 and have since
provided us a copy of the filed documents for our records.
We apologize for any inconvenience that this misunderstanding may have caused
you. However, we will keep you in mind for any future appraisal services that we
may need.

Re: Sandy Lake Road Project #ST 93-01 - Appraisal Services Proposal of a proposed 12,508
SF permanent ROW parcel, and a 3,620 SF slope easement associated with a public
school campus of the Carrollton / Coppell Independent School District, generally located
north of Sandy Lake Road at the intersection with the Elm Fork of the Trinity River in the
City of Coppell, Dallas County, Texas.

Thank you for considering Evaluation Associates as your appraisal services provider for the
referenced project. We have reviewed the descriptive documents provided, viewed the
property, are familiar with market area, and offer this letter as our statement of interest and
qualifications to provide the herein stated professional services. This document can serve as
our proposal, and work order agreement.
Scope of Work
It is our understanding that the City of Coppell seeks to acquire the referenced land rights for
the purpose of road construction, and therefore requires property valuation services for the
described right of way and easements. To that end, we envision the preparation of a report
similar to what we have previously done for the City on Beltline Road west of MacArthur. We
normally deliver triplicate copies of the appraisal reports, but please advise if more copies are
required.
Professional Fee and Additional Servlees
For the scope of services required for the project, the fee is $2,500. Considering the time of
year, being in the midst of the traditional holiday season, sources of information and the
verification of sales data often requires more time than normal. For this reason, the anticipated
production schedule could be as much 55 days (approximately the end of January 2002).
Additional services may be requested at your discretion. Most other professional valuation
analysis, conferences and meetings, and expert witness services fall into the $125 /hour range.

Professional Staff to be Assigned
In addition to myself, other professional personnel that may be assigned to this project may
include, Richard N. Baker, MAI, H. W. Hutchison, MAI, and/or other professional staff.
Contract Agreement
If this letter satisfactorily states and outlines the services desired by the City of Coppell for this
project, and is of adequate formality to use it as a contract, you may authorize our employment
by signing one of the copies and returning a copy to us.
We are looking forward to the opportunity to serve the City of Coppell on this project. If we
can provide any additional information, please call us.
