NOTICE OF APPROVAL
This Notice addrcsses the application of Crown Castle Fiber, LLC to amend its service
provider certificate of operating authority (SPCOA) to reflect a change in ownership and control.
The Commission amends SPCOA number 60988 to reflect Crown Castle Fiber as the direct
subsidiary of Crown Castle Fiber Holdings Corp.
The Commission adopts the following findings of fact and conclusions of law:
I. Findings of Fact
The Applicant
1. Crown Castle Fiber is a foreign limited liability company registered with the Texas
Secretary of State on November 6, 2017, under file number 802854376.
2. Crown Castle Fiber is an indirect, wholly-owned subsidiary of Crown Castle International
Corp., a Delaware corporation.
3. Crown Castle Fiber provides telecommunications services under SPCOA number 60988.
The Application
4. On October 3, 2018, Crown Castle Fiber submitted an application to amend its SPCOA
number 60988 to reflect a change in ownership and control through the consolidation of

certain of Crown Castle Fiber's parent companies into LTS Group Holdings, LLC, which
will convert to Crown Castle Fiber Holdings Corp. Thus, Crown Castle Fiber Holdings
Corp., a Delaware corporation, becomes the immediate parent company of Crown Castle
Fiber.
5. After the consolidation, Crown Castle Fiber Holdings Corp. becomes the wholly-owned
subsidiary of Crown Castle Operating Company, a Delaware corporation, and a direct,
wholly-owned subsidiary of Crown Castle International Corp.
6. Crown Castle Fiber submitted the application in a Commission-approved format, verified
by oath, and signed by Neil Dickson, Vice President of Corporate and Commercial
Transactions of Crown Castle Fiber.
7. In Order No. 2 issued on October 29, 2018, the administrative law j udge found the
application sufficient and complete.

8. Notice of the application appeared in the October 19, 2018 issue of the Texas Register.
Financial Qualifications
9. This amendment does not result in a change to the underlying financial qualifications of
Crown Castle Fiber.
Compliance History
10. Crown Castle Fiber nor any of its officers or principals have any previous or ongoing
investigations and have not been assessed any penalties in the past 60 months.
11. Crown Castle Fiber does not have a history of insolvency, bankruptcy, or dissolution in the
60 months preceding this application.
12. Crown Castle Fiber nor any of it officers or principals are currently under investigation or
have been penalized by the attorney general or any state or federal regulatory authority for
violation of any securities, deceptive trade, or consumer protection laws or regulations.
Technical Qualifications
13. This amendment does not result in a change to the management of Crown Castle Fiber
whose combined experience in the telecommunications industry exceeds 5 years.

Service Quality
14. This amendment will not cause any changes to Crown Castle Fiber's ability to meet service
quality standards.
15. This amendment will not cause any changes to Crown Castle Fiber's ability to meet all
customer protection requirements.
Complaint History
16. The Commission database did not reveal any ongoing investigations against Crown Castle
Fiber.
17. The Commission database did not reveal any penalties assessed to Crown Castle Fiber.
Certificate Name
18. This amendment does not result in a change to the name on SPCOA 60988, Crown Castle
Fiber, LLC.
Informal Disposition
19. More than 15 days have passed since the completion of notice.
20. The only parties to this proceeding are Crown Castle Fiber and Commission Staff.
21. No parties filed protests, motions to intervene, or requested a hearing.
22. The amendment is not adverse to any party.
23. On November 8, 2018, Commission Staff recommended approval of the application.
11. Conclusions of Law
1. The Commission has jurisdiction over the application under § 54.154 and 54.155 of the
Public Utility Regulatory Act.1
2. The application meets the requirements of 16 Texas Administrative Code (TAC)
§ 26.111(i)(2).

3. Crown Castle Fiber has demonstrated that its executive officers and principals do not have
a history of violations of rules or misconduct such that granting this application would be
inconsistent with the public interest.
4. Crown Castle Fiber provided the information required under 16 TAC § 26.111 and meets
the requirements for approval of the application.
5. The requirements for informal disposition under 16 TAC § 22.35 have been met in this
proceeding.
III. Ordering Paragraphs
In accordance with these findings of fact and conclusions of law, the Commission issues
the following orders:
1. Crown Castle Fiber must maintain compliance with 16 TAC § 26.467.
2. Crown Castle Fiber must file electronically, any future changes in address, contact
representative, and or telephone numbers in an annual report with the Commission between
January 1st and April 30th of each year as required by 16 TAC § 26.111(/). If Crown
Castle Fiber has any changes during the year in the information requested in Section One
of the annual report form, the company must file an updated form correcting the
information in Section One within 30 days of the change.
3. Crown Castle Fiber must provide a copy of this Notice, in accordance with the individual
entity's requirements, to all affected CSEC 9-1-1 entities prior to providing service to those
entities.
4. Crown Castle Fiber must notify all affected 9-1-1 administrative entities at least 30 days
prior to activating or using a new NXX in a rate center or upon the commencement of
providing local telephone service in any rate center in compliance with 16 TAC
§ 26.433 (d)(3).
5. Crown Castle Fiber must execute a separate service agreement with each 9-1-1 entity and
remit the required 9-1-1 emergency service fee to the 9-1-1 entity under each agreement in
compliance with 16 TAC § 26.435(e)(4).
6. Crown Castle Fiber must comply with the quality of service requirements set forth in the
Commission's Quality of Service Questionnaire.

7. The Commission denies all other motions and any other requests for general or specific
relief, if not expressly granted.
