Attached for your approval is modifications to the Scope of Services for Teague, Nail and
Perkins relating to the referenced project. The original Scope of Services had a provision in
the design contract which allowed the City to request separate sets of plans for the extension
of the water line to Freeport Parkway.
Initially when this contract was signed there was some uncertainty if the City would construct
Wrangler Drive from Belt Line Road to Enterprise Drive or from Belt Line Road to Freeport
Parkway. If the City had chosen to build Wrangler Drive from Belt Line Road to Enterprise
Drive then the consulting engineer would have had to prepare a separate set of construction
plans and documents for the section of Wrangler Drive from Enterprise Drive to Freeport
Pkwy. The City constructed the entire section so it freed up approximately $5,000.00.
I am proposing that this money be used to allow the consultant Engineer to prepare a set of
water line plans to lower approximately 900 feet of an existing 12" water line. The 12" water
line needs to be lowered because during the street construction at Coppell Middle School
West it was determined that the location and the shallow depth of the water line was
undesirable and could over a period of time become a maintenance issue. Attached are cost
estimates for the relocation of the 12" water line.
Funds are available to do the work and once the plans have been prepared and approved,
then an agenda item for an amendment to the contractor's contract can be presented to
Council for approval.

Dear Mike:
The enclosed Modification to the Scope of Services for the referenced Contract has been
prepared, per your request, in accordance with the applicable provisions of the Engineering
Services Contract for the Wrangler Drive Reconstruction Project dated August 13, 1996.
This modified scope of services deletes the proposed work under Special Services Item
No. 3 on Attachment "B" of the contract and adds in lieu of that work the design of
approximately 900 linear feet of 12-inch water line relocation and other related
improvements along Wrangler Drive, adjacent to the Coppell Middle School West. A
preliminary opinion of probable construction cost for these additional improvements is also
enclosed for your information.
The subject Modification of the Scope of Services is based upon the following
understanding:
1. The alignment forthe proposed water line relocation/adjustment will be along
the south side of Wrangler Drive, from approximately Sta. 8+25 to Sta.
18+00, save and except a portion of the existing water approximately 30 feet
either side of the two (2) water meter vaults to the school.
2. The City will provide plans for the existing water, sanitary sewer, paving and
drainage improvements within and/or adjacent to the project area.
3. The proposed improvements will be incorporated into the current
construction contract with Tiseo Paving by Change Order and will not require
the preparation of a separate set of bid documents, specifications or contract
documents.

(ATTACHMENT "B" - SPECIAL SERVICES)
I. DELETED SCOPE OF SERVICES
Delete work under Special Services Item No. 3 related to separation of construction
project into two (2) sets of plans.
II. ADDITIONAL SCOPE OF SERVICES
Design of approximately 900 linear feet of 12-inch water line relocation and other
related improvements along Wrangler Drive, adjacent to the Coppell Middle School
West. Information from the previous design surveys for Wrangler Drive will be used
as the base for the proposed design, therefore no additional design surveys will be
performed.
III. PROJECT SCHEDULE
The additional design will be completed within 20 working days from receipt of
written approval/authorization for the Modification to the Scope of Services from the
City.
IV. COMPENSATION
The Engineer shall be paid the same fee for the above described Additional Scope
of Services as originally provided for Special Services Item No. 3 in an amount not
to exceed the lump sum of Five Thousand and no/100 Dollars ($5,000.00).
This amount includes nothing for design surveys and $5,000 for special services.
