RE: Consider approval of awarding Bid/Contract #Q-0398-01 for the
construction of Wrangler Drive to Tiseo Paving Company, Inc. in the
amount of $1,650,508.15; and authorizing the Mayor to sign.

On April 28, 1998 three bids were received and opened for the construction of Wrangler Drive.
Tiseo Paving Company, Inc. was the low bidder. Bid tabulations are attached for your review.
This project is set up in two phases. The first phase is from Freeport to the eastern side of
Coppell Middle School West. This phase is required to be completed prior to the start of school,
August 11, 1998. A majority of the first phase is Unit I, Section 1 of the bid. Unit I, Section 1 is
the portion of Wrangler between Enterprise Drive west to Freeport Parkway through the
undeveloped land owned by Catellus and Pac Trust. The two property owners have committed to
pay $377,784.20 for Unit I, Section 1 Paving and Drainage Improvements. (Unit I, Section 2 is
for water line improvements which will be paid entirely by the City. Unit II, Section 1 is the
remainder of the paving and drainage and Unit II, Section 2 is additional water line adjustments.)
The City is also negotiating with the Coppell Independent School District on rebuilding a portion
of their eastern entrance. That work is included in the bid. If the issue is resolved, then an
interlocal agreement between the City of Coppell and the CISD will be brought to Council at a
subsequent meeting for approval.
The actual final cost to the City should be $1,272,723.95 for Unit I, Section 2 and Unit II,
Sections 1 & 2. Of that amount, $78,252.50 is for water improvements to loop a 12" water line
to Freeport Pkwy.
Staff recommends awarding Bid #Q-0398-01 for the construction of Wrangler Drive to Tiseo
Paving, Inc. in the overall amount of $1,650,508.15. As previously stated, $377,784.20 will
come from adjacent property owners. Staff will be available to answer any questions at the
Council meeting.

Dear Mr. Nugent:
On April 28, 1998 the City of Coppell opened bids for the consauction of Wrangler Drive. The
bids received by the City of Coppell totaled $377,784.20 for the portion of Wrangler adjacent to
the Pac Trust and Catellus property. The Engineering's estimate for the project was
$380,646.00. On November 5, 1997, I provided information to you concerning the estimated
cost of the project and calculations where approximately 41% of the cost would be paid by Pac
Trust. On March 6, 1998 you acknowledged that Pac Trust was willing to participate in the cost
sharing as previously provided. Therefore, the participation by Pac Trust will be in the amount
of $154,891.52 (377,784.20 x 41%). The associated water improvements along this section total
$40,673.40. As previously indicated the entire cost for the water line improvements is 'being
paid by the City of Coppell.
It is the City's intention to award this project at the May 12, 1998 City Council meeting.
Arrangements should be made as soon as possible to provide the City of Coppell the appropriate
funding in the amount of $154,891.52 so that the entire project can be awarded and constructed
as designed.

Based on the enclosed sketch and letter we are in agreement with the method of cost sharing
calculation outlined. We understand that the portion for our frontage will be approximately
$156,064.00. We understand that the estimated cost outlined in your letter may change
depending on the outcome of the bidding process. We agree to provide the pro rata share of
the road construction cost based on the frontage outlined on the enclosed sketch and letter,
provided the final costs are not more than five percent higher than $156,064.00. In the
event the costs differ significantly from your projections, please contact us so we may
discuss how to proceed.

On April 28, 1998 the City of Copper opened bids for the construction of Wrangler Drive. The
bids received by the City of Copper totaled $377,784.20 for the portion of Wrangler adjacent to
the CateRus and Pac Trust property. The Engineering's estimate for the project was
$380,646.00. On November 5, 1997, I provided information to you concerning the estimated
cost of the project and calculations where approximately 59% of the cost would be paid by
Catellus. On February 26, 1998 you acknowledged that Catellns was willing to participate in the
cost sharing as previously provided. Therefore, the participation by Catellus will be in the
amount of $222,892.68 (377,784.20 x 59%). The associated water improvements along this
section total $40,673.40. As previously indicated the entire cost for the water line improvements
is being paid by the City of CoppeR.
It is the City's intention m award this project at the May 12, 1998 City Council meeting.
Arrangements should be made as soon as possible to provide the City of Copper the appropriate
funding in the amount of $222,892.68 so that the entire project can be awarded and constructed
as designed.

RE: Dedication of Freeport Parkway and Wrangler Drive
Dear Ken:
Attached are executed Special Warranty Deeds covering the conveyance of Freeport
Parkway and Wrangler Drive. Also, we have included an Exhibit "B" to the deeds
relative to exceptions to title and have made reference to same in the body of the deeds.
In reviewing the deeds, our attorney wanted to make it clear that in accepting the deeds,
the city is taking over maintenance, etc. In lieu of changing the deeds he suggested we
simply have a letter agreement for the City's signature when accepting the deeds.
Accordingly, please also find enclosed two letter agreements, in duplicate, for the City's
review and signature. If all is in order, please return one fully executed letter agreement
for each conveyance. I would also appreciate a copy of the fully recorded deeds when
available.
I have received a letter from, presumably, your office requesting Catellus acknowledge
the cost sharing arrangement between Catellus and PacTrust relative to the Wrangler
Drive construction. Accordingly, please accept this letter as Catellus' agreement with the
method of cost sharing calculation for the Wrangler Drive improvements. Catellus
further understands that the estimated cost to Catellus of $224,582 is an estimate and is
subject to adjustment depending on the outcome of the bidding process, but in no event
will the prorata cost to Catellus exceed $260,000.
I appreciate your help in getting the Freeport Parkway matter brought to a close and
should you have any questions concerning the above, please do not hesitate to give me a
call.
