Griffin, P.E. 225 Parkway Blvd. Coppell, Texas, 75019-4409  10-23-96 P04: 15 J.C.EVAHS CONSTRUCTION IN Dear Ken, On October 16, 1996 Richard Ball and myself met with you in your office along with Garreth Cambell and Michael Martin in regards to the liquidated damages assessed against J.C. Evans Construction Company. At that time I asked the City of Coppell to reconsider the assessed damages due to circumstances we felt played a part in the time delay. It was my understanding that we are to submit a letter to you addressing all the items we feel caused this delay and you would take them into consideration. 1. J.C. An additional 90 If of 24" steel casing was installed. In order to install this casing we had to first remove the water line that was already installed, we then installed and welded the casing, then reinstailed the water line. We felt that the Superintendent over this project was not doing the work to J.C. Evans standards so he was let go. When we assigned the new superintendent, he was instructed to expose every bend and fitting to ensure they were properly installed and blocked. This process took 8 working days. 5. When the existing 6" line was excavated in order to tie it into the new 16" water line, we were told that the existing line had 5' of cover. Once exposed, we found the existing line to be 14' deep. This process took an additional 4 working' days. '/ 6. The bridge crossing was delayed by 3 working days in order to brace the supports better per the specifications issued by Wier & Associates, Inc. ,.---"'/As of this date I have given Garreth the last water sample, as well as a letter stating the station number for the sample that was missing it.
