Overview The Pletta family began construction on a new house on Lot 2R of the Creek View Phase II Addition subdivision, the address being 146 E. Bethel Road, Coppell, Texas. During construction, a survey error caused the foundation of the new house and adjoining fill to be constructed within the 1% AC floodplain. This CLOMR request has been developed to demonstrate that the fully developed fill encroachment will not have a detrimental impact on the BFE and floodplain. Subsequent to obtaining FEMA approval and completing construction of the encroachment, a LOMR request will be submitted to show that the new house and adjoining fill will be outside of the revised floodplain boundary. LOMR Case no. 16-06-0213P was used for the corrected effective and the revised conditions modeling. The HEC-RAS models use effective flowrates. No flowrates were changed for the effective, revised or the fully developed modeling. III. Hydrology The hydrology was not modified. The hydrology from approved LOMR Case No. 16-06-0213P was adopted. The 1% AC Fully Developed flowrate from the approved LOMR Case No. 16-06-0213P was also adopted. IV. Hydraulics Effective Model The Effective hydraulic model was adopted from LOMR Case no. 16-06-0213P, dated October 3, 2020. Corrected Effective Model The corrected effective model was developed by operating the effective model with HEC-RAS HEC-RAS 4.1.0 as with LOMR case no. 16-06-0213P. The corrected effective model generated water surface elevations identical to the effective model. The obstructions were added to cross sections 25080, 25113, and 25133 to represent a retaining wall, earth and fill on Lot 2R. The top elevations for the retaining wall are over a foot above the 1% AC, 0.2% AC and 1% fully developed. The top of all retaining walls and proposed fill located in the effective floodplain will exceed the fully developed 1% AC water surface elevation of 485.99. The finished floor of the proposed house is proposed to 487.47, which exceeds the 1% AC water surface elevation by 3.99 feet: exceeds the 0.2% AC water surface elevation by 2.54 feet: and exceeds the 1% AC fully developed by 1.48 feet. The proposed changes will reduce the roughness in the backyard of Lot 2R. From the toe of the proposed retaining wall to the limit of the floodway a Manning’s n value of 0.04 was used to represent well maintained short grass. The owner has committed to maintaining this area. The proposed revisions cause no increase in the WSEL for the 1% annual chance and the 100- year fully developed floods. The project owner, Timothy Pletta, is requesting a Conditional Letter of Map Revision (CLOMR) from FEMA which requires the submittal of this evaluation to the U.S. Fish and Wildlife Service. The property is privately owned and the nature of the project includes the placement of 134 linear feet (0.026 acres) of intermittent stream channel in concrete box culvert. In addition, fill will be placed within a floodplain to facilitate the construction of an approximately 2,000 square foot guest home (see Appendix I). The top of the concrete culvert will be covered with select fill graded to match the topography of the adjacent yard. In order to construct the adjacent guest home, fill will be placed within the floodplain, and the fill will be retained with an engineered retaining wall. On-site visual reconnaissance of the property was conducted on February 24, 2011 by Jeremy Rowden. Where important features were noted, photographs were taken to document the features and environmental conditions observed during the reconnaissance. The study area comprises approximately 1.14 acres. The property currently has one residential structure and two open channels, one of which is a large perennial stream known as Grapevine Creek. A floodplain exists along Grapevine Creek, and this floodplain will be partially filled (the reason for getting a CLOMR). The entire study area is characterized as uplands, except for two streams. Grapevine Creek flows along the north side of the property and one incised, intermittent stream channel bisects the southern side of the property. Species of vegetation were evaluated at one representative sample plot near the location of proposed fill. Species of vegetation were subjectively determined by estimating those with the largest relative basal area, the greatest height, the greatest percentage of areal cover, and/or the greatest number of stems. The riparian zone along the streams is mostly forested with trees and shrubs. Dominant species included eastern red cedar (Juniperus virginiana), greenbriar (Smilax bona-nox), Shumard oak (Quercus shumardii), and post oak (Quercus stellata). A review of the United States Department of Agriculture (USDA) Soil Survey of Dallas County, Texas was conducted. A soil pit was excavated to evaluate soil characteristics. According to the soil survey, Silawa fine sandy loam soils are mapped on the property. However, this soil series was not identified at the sample plot. The soils were found to be dark clay more typical of a Houston black clay, or similar. The soil exhibited a low chroma; however, the color was typical of blackland clays rich in organic matter. Wetlands were not identified on the property. The hydrology of the smaller stream was determined to be intermittent and Grapevine Creek is a perennial stream. The smaller stream was very incised and eroded down to the shale bedrock. The stream exhibited a steady flow at the time of observation, but a moderate rain event had just occurred. According to the landowner, the stream has a trickle of a base flow throughout most of the year, but typically dries up completely during the summer months. ROWDEN CONSULTING, LLC TIMOTHY PLETTA RESIDENTIAL IMPROVEMENTS BIOLOGICAL EVALUATION 150 BETHEL ROAD, COPPELL, TEXAS Page 2 FEDERALLY-LISTED SPECIES The listed endangered or threatened species for Dallas County, Texas include the black-capped Vireo (Vireo atricapilla), the golden-cheeked warbler (Denroica chrysoparia), the least tern (Sterna antillarum), the mountain plover (Charadrius montanus), the piping plover (Charadrius melodus), and the whooping crane (Grus americana). The preferred habitat of the black-capped vireo includes rangelands with scattered clumps of shrubs separated by open grassland. Black-capped vireos nest in Texas during April through July, and spend the winter on the western coast of Mexico. No critical habitat rules have been published for the black-capped vireo. The typical habitat of the golden-cheeked warbler includes tall, dense, mature stands of Ashe juniper (blueberry cedar) mixed with hardwood trees. This type of woodland generally grows in relatively moist areas. Generally, trees required for nesting habitat are at least 15 feet tall with a trunk diameter of about five inches at four feet from the ground. The essential element is that juniper trees have shredding bark, at least near the base of the tree. No critical habitat rules have been published for the golden-cheeked warbler. The typical habitat of the least tern includes sparsely vegetated sandbars along rivers, sand and gravel pits, or lake and reservoir shorelines. No critical habitat rules have been published for the least tern. The typical habitat of the mountain plover in the Great Plains is short-grass prairie dominated by blue grama. Mountain plovers have been found in taller grasses at sites that were heavily grazed or associated with prairie-dog colonies. Wintering populations in Texas are found on coastal prairies, alkaline flats, plowed fields, and Bermuda grass fields. No critical habitat rules have been published for the mountain plover. The typical habitat of the piping plover in the Great Plains nest in open, sparsely vegetated sand or gravel beaches adjacent to alkali wetlands, and on beaches, sand bars, and dredged material islands of major river systems. Piping plovers winter along the South Atlantic, Gulf Coast, and Caribbean beaches and barrier islands. No critical habitat has been established near the property for the piping plover. The typical habitat of the whooping crane includes salt flats and marshes. No critical habitat has been established near the property for the whooping crane. DETERMINATION OF EFFECTS Black-capped vireo The vegetation at the subject site is mostly forested without scattered clumps of trees within open grassland. Because of this, the site has the potential to be considered as habitat for the black- capped vireo and there should be no effect. Whooping Crane There are no wetlands on or near the property. Therefore, site construction should have no effect on the whooping crane.
