SUMMARY OF REQUIREMENTS FOR WORK WITHIN
THE CITY OF COPPELL RIGHTS-OF-WAY OR EASEMENTS
1.A copy of the valid approved City of Coppell permit is required on the project site at all times.
2.Property owners (commercial and residential) adjacent to the project must be notified of the
project timeline and provided contractor names and phone numbers. No access to private
property without prior coordination with property owner.
3.Proper erosion control measures must be taken, in accordance with the Coppell Erosion Control
Ordinance No. 91-514.
4.Follow Texas MUTCD standards for work in traffic zones. Lane closures require the use of a
flashing arrow board for advance warning.
5.Grading shall be restored or improved, and sod replaced when necessary.

6.Irrigation repairs must be performed in a timely manner.
7.Follow OSHA trench safety guidelines at all times.
8.Repair existing utilities that are damaged, including but not limited to: Clean-outs, water valves,
wastewater manholes, water lines, wastewater lines and storm sewer lines.
9. Density tests may be required, at applicant’s expense, in trench lines (ASTM).
10.Protection and repair of traffic control devices and signage is the responsibility of the contractor.
11.No work is to be done in collector roadways before 9:30 a.m. or after 3:30 p.m.
12.Prior request of work activity on weekends and holidays must be submitted in writing.
13.Utility line locates must be performed in advance of construction by calling 811 or logging on
to the Texas811 Portal at: http://www.texas811.org. Additional utility contacts are as follows:

Dallas Water Utilities (DWU) has reviewed Tech Group & Associates request to bore over our
60-inch water transmission main located in E Sandy Lake Road Coppell Tx 75019 – corner of
Starleaf St and E Sandy Lake Rd.
DWU owns, operates, and maintains a 60-inch diameter PCCP water transmission main in this
area as shown on DWU design sheet 685W0676_SH011.
DWU has reviewed and takes no exception to the proposal of 2 – 1.5” HDPE conduits installed
via horizontal directional bore. As shown in the attached drawings, the conduit will be installed
at approximately a depth of 5 feet, maintaining 5.5 feet of cover over DWU 60-inch pipe.
DWU requires that the contractor perform following when working around our pipes.
1. The location of DWU’s pipeline must be staked and flagged at all times.
2. Contractor shall contact “811” or 1-800-344-8377 48-hours prior to construction for line
location services.
3. No piers or drilling of any kind shall be permitted within 20 feet of the existing water
main.
4. No vertical structures including fencing and walls shall be built over the existing asset.
5. Only tracked equipment shall be used over the pipeline. No wheeled equipment shall be
used unless otherwise approved by DWU. An engineering plan to protect DWU’s assets
may need to be submitted to DWU for review and approval.

6. No equipment that is over H20 loading is allowed within the right-of-way or easement of
DWU’s asset. An engineered matting plan may need to be submitted and approved by
DWU for equipment passing over the asset.
7. DWU shall be contacted at 214-670-8963 48 hours prior to construction to schedule
personnel to be present during the boring process.
