To my knowledge there are no outstanding questions that have been asked of me that have not been answered On Friday May 15th, I received a call fi-om Jason Powell of Powell Contzactors who is the UtiliW Contractor. He told me that an inspector named Mr. Gerith stated that Mr. Powel! needed to attend a pre construction meetmg, that no permit was available, and that the fees for a penuit had not been paid. [ am sure that this is merely a matter of miscommtmication beBveen the various departments of the CiD' of Coppell. All fees have been paid by virtue of a credit. As you are aware, because of the current concrete problems, I received an allotment of concrete and therefore I have started to drill piers and form the slab. In addition Mr. Powell has moved his equipment and materials onto the site to start the Utility work. It is my understanding that the Building Inspection Department w/Il examine the slab prior to thc pour, as will my architect. Alpha testing wdl be on site during the pour. I would like the slab inspected late this afternoon as a pour has been scheduled for Tuesday morning. It is also my understanding that the Engineering Department will inspect the Utilit3' work prior to the backfill operation. Therefore, as equipment and matehals have been moved onto the job site~ I would like the Cit), to allow Mr. Powell to start immediately with the understanding that either Mr. Powell or I will call for an inspect/on prior to the backfill operation. Based on the above I respectfully request that my construction operation be allowed to continue (with thc appropriate inspections) because any delay will cause a considerable hardship as I do not know when can get another allotment of concrete. I am sure that the City deparm~ents will coordinate their efforts so that I can have a building permit, however until that is complete, please do not put form over substance. I am building a first class project and I am happy to work with the City in any manner that I can, however the project can no't tollerate additional time delays.
