Please review the attached letter for TxDOT. We can acid the casing they want anci
move the water line to miss the future pier location. I don't think TxDOT is trying to be
cooperative at all. I don't see the need for casing under a right turn lane which is not
elevated. I guess the pier location is for a future traffic signal standard. Please advise
us whether we should change our plans and request a Change Order form J.C. Evans.
Please note that GTE is relocating their facilities in the area. We do not have plans on
their facilities. Maybeth Walley told me they would be getting as close as 3' from our
proposed alignment. This is close and may be a problem for J.C. Evans when they
start working on the north end of the job. You may want to confirm what GTE is
planning and get a set of plans.
We have been doing a lot of coordination on issues like this with the Water Line
design. We are well over budget for this part of the work. I think we will make up for
this on the remaining design fees for the roadway project. If this assumption turns out
to be wrong, I would like the opportunity at a latter date to request additional services
related to some of the work we have done on the Water Line. Hopefully, we want have
to have any discussions on this latter on.

Dear Mr. May:
The city of Coppall has previously requested a permit to install a
proposed water line along Denton Tap Road at the future S.H. 121 Bypass
location. We received a letter from you dated February 26, 1996 (copy
attached) regarding this permit request. Attached are revised construction plans
indicating steel casing only for the crossing carrier pipe.
You also requested we verify the location and elevation of the existing
12" line located along the east side of Demon Tap Road. The city of Coppell
was not successful in obtaining permission from the city of Lewisville and the
property owner to acquire this line. Consequently the future water line loop will
not include preserving this line crossing the S.H. 121 Bypass. The existing 12"
water line is currently connected to the City of Lewisvilte water system. This
situation occurred due to a City Limits line dispute which was settled recently by
changes in the common boundary between the two cities. Portions of the
property where the line is located were established within the City of Coppall.
The attached plans indicate extending a 12" water line from the proposed 16"
water line south of the Bypass and temporarily plugging the line. This crossing
is provided to allow development of the property south of the Bypass and east of
Denton Tap Road as a separate system. Another 12' water line crossing off the
proposed 16" water line is provided further south which will allow a separate
loop back to the proposed 16" water line for the property South of the Bypass.
There is a small parcel of land within the City of Coppell located north of
the Bypass and east of Denton Tap Road. This property will be served by
extending Lr, fh-- f~,+, 'f8 8" StubS> from the proposed 12" line planned along the
west side of Denton Tap Road. This will allow abandoning the existing 12" line
owned by the City of Lewisville along the east Side of Denton Tap Road within
the Bypass Limits. The City of Coppell will install the water system north of the
Bypass in the future as the area develops.

Dear Mr. Martin:
We have received your utility permit request for the 12" water line
crossing of the proposed S.H. 121 Bypass at'Denton Tap Rd. There
appears to be no problem with your alignment, however, we will not
approve concrete encasement.
There is the possibility of a problem on the east side of Denton
Tap Rd. where you propose to tie into an existing 12" water line.
TxDOT was under the assumption that the City of Lewisville was
going to remove this line. Therefore, during our preliminary
design stages this water line was not considered a factor. Since
you have apparently made an agreement with the City of Lewisville
to put this line back in use, TxDOT is requesting a profile of the
line so we may determine if there are any conflicts with our
design.
If there are no conflicts, the sections under the pavement must be
encased, but please be aware for your own benefit, the future
installation of the 121 bridge at this point. It is evident that
this existing 12" line will come in conflict with our construction
in the future.
Please revise your plans accordingly and submit at the earliest
date possible. If you have any questions or require additional

You contacted our firm yesterday advising that review of the request for a utility permit
for the proposed watedine crossing proposed S.H. 121 Bypass, would require
confirming the elevation of the existing 12" water line at the point of connection-. I
believe you are asking for the elevation of the existing 12' water line along the east
side of Denton Tap Road which will be connected to south of the 121 Bypass. I am not
sure I understand specifically what you are requesting and why you need this
information since it does not relate to the proposed water line crossing along the west
side of Denton Tap Road which is the subject of the water line permit request. We
obtained a plan sheet from the construction plans for the existing 12" water line while
preforming research for design of the water line project. Copies of portions of this plan
are attached. The plans were prepared in 1986 by Dannenbaum Engineering Corp. for
Denton County Road Utility Distdct No. 1. The plans indicate construction to be
completed by As-Built plans being issued on August 2, 1988. The plans indicate the
water line to be laid with a minimum 4' of cover. The plans indicate a 24" RCP casing
on the 12" water line within the 121 Bypass between frontage roads. The casing was
added as a Change Order on August 14, 1987 probably due to a review by TxDOT.
We do not believe there was a profile for the 12" line.
We obtained this plan from the Dallas office of Carter & Burgess which acquired the
Dallas office of Dannenbaum several years ago. T'o confirm the existing water line
elevation would require uncovering the line at this time. The line we believe is currently
owned by the City of Lewisville. If you believe the City of Coppell must uncover the line
in order to obtain the water line permit for the water line crossing planned on the
opposite side of the road, please advise us in writing. I will forward your request to the
City of Coppell.

Dear Mr. Lane:
It is necessary that we receive a profile of the existing 12" water
main on the east side of Denton Tap Road for us to approve the
permit recently submitted by the City of Coppell.
Also, as noted earlier, the encasement shall consist of a steel
pipe around and outside the carrier pipe and support the load of
the ground above the pipe, the highway, and the superimposed loads
thereon, including construction equipment. TxDOT will not approve
an encasement consisting of concrete material.
Please revise your plans accordingly and submit at the earliest

Company proposes to place a 12" Water Line
line within the right-of-way of S.H. 121 Bypass in
Texas as follows: (give location, length, general design, etc.)

At the Denton Tap Road crossing of S.H. 121 Bypass along the future
west free turn lane approximately 600 linear feet of 12" Class 150
DR-18 pipe. Refer to Sheets 9 and 10 of the Construction Plans
attached.

The line will be constructed and maintained on the highway right-of-way as shown on the attached drawing and in
accordance with the rules, regulations and policies of the Texas Department of Transportation (TxDOT), and all
governing laws, including but not limited to the "Federal Clean Water Act," the "Federal Endangered Species Act," and
the "Federal Historic Preservation Act." Upon request by TxDOT, proof of compliance with all governing laws, rules, and
regulations will be submitted to TxDOT before commencement of construction.
Our firm will use Best Management Practices to minimize erosion and sedimentation resulting from the proposed
installation, and we will revegetate the project area as indicated under "Revegetation Special Provisions."
Our firm will insure that traffic cohtrol measures complying with applicable portions of the Texas Manual of Uniform
Traffic Control Devices will be installed and maintained for the duration of this installation.
The location and description of the proposed line and appurtenances is more fully shown by
sets of drawings attached to this notice.
