Geo-Marine, Inc. Proposal for Cultural Resources Survey
Dear Ms. Taylor:
The attached documents present the proposal of Geo-Marine, Inc. to conduct the cultural
resources survey of the area to be impacted by the proposed improvements to Sandy Lake Road.
Geo-Marine, Inc. has extensive experience in conducting amheological investigations along the
Elm Fork, for we have just completed cultural and biological investigations related to Segment 1V
of the President George Bush Turnpike which is immediately adjacent to your project. Geo-
Marine will produce a quality report which will be meet all State of Texas Antiquities Code
requirements and will be fully accepted by the Texas Historical Commission.
If you have any questions concerning our proposal, please contact me at our Plano office.
Sincerely,
Duane E. Peter

PROPOSAL FOR CULTURAL RESOURCES SURVEY
OF PROPOSED SANDY LAKE ROAD IMPROVEMENTS (ST 93-01),
CITY OF COPPELL
Antiquities Code Permit Application
Prior to initiation of the required archeological assessmem, Geo-Marine, Inc. will prepare a State of Texas
Antiquities Code permit application for signature by the City of Coppell. Geo-Marine will then send the
application to the Texas Historical Commission (THC) for approval. Actual investigations may not begin
until a permit number is assigned by the THC. This process should take no more than 2 weeks.
Intensive Survey and Backhoe Investigations
An intensive cultural resources survey will be performed to identify both prehistoric and historic sites
within the proposed additional right-of-way. It is assumed that the additional right-of-way is
approximately 40 feet along both sides of Sandy Lake Road. The project extends for 4,232 feet from the
west bank of the Elm Fork of the Trinity River to just west of the intersection of Sandy Lake Road and
Kimbel Kourt. The pedestrian survey will be conducted by a field crew consisting of 2 archeologists, one
of whom will be the Project Archeologist.
The crew will systematically traverse the right-of-way along a single transect located just outside the
present right-of-way. Shovel testing will be judgmental and occur only in areas where ground cover
hinders site detection (e.g., historic sites in particular) or in areas of high site probability. The crew will
complete the survey within 1 day. The Principal Investigator will visit any recorded site to ensure proper
evaluation.
Should any cultural resource sites be located, the crew will delimit any surficial evidence of the site
boundaries. Shovel tests, approximately 30 cm in diameter, will be used to estimate the areal extent of
the site. The soil from each shovel test will be screened through 1/4-inch hardware cloth. In order to
estimate depth of deposit, at least one shovel test will be excavated to the base of the culture-bearing
deposits, if possible. The remaining shovel tests will be excavated to either the top of the B horizon or to
a depth of 50 cm below surface, whichever comes first. All artifactual material recovered from site
shovel tests will be collected and analyzed. All excavation units will be systematically placed so that they
may be plotted on the site map.
A site form recording locational information, vegetation cover, contextual integrity, estimated temporal
period, and artifactual nutterial noted will be completed for each site. A scaled pace-and-compass map
will be prepared in pencil for each site on metric graph paper. Sufficient information will be recorded to
permit the completion of site forms approved by the TEXAS STATE HISTORIC PRESERVATION
OFFICE for sites located in Texas.
A complete photographic record will be kept and will be used to record identified cultural remains, the
general topography and condition of the area at the time of the survey, and the field techniques and
methodology employed by the Contractor. All photographs shall be documented as to date, and both
black-and-white prints and color transparencies will be used to record the work conducted under this work
order. Each site will be photographed from at least two viewpoints, including in the image any damage
evident to the cultural property by vandalism, construction, or earth disturbances of any kind.
Surface collections of both historic and prehistoric materials will involve only temporally diagnostic
artifacts or tools. For prehistoric material, this includes decorated body sherds or rims, projectile points,
biface preforms, finished tools, or well-made cores. For historic artifacts, material to be collected
Geo-Marine, Inc. 5 December 2001
includes decorated ceramics, decorated or embossed glass, and pieces with maker's marks or indications
of manufacturing technology. In addition, samples will be collected of any undecorated earthenwares,
stonewares, window glass, colored glass, and nails which may be present on the surface.
Experience suggests that large amounts of surface material will be found only in areas of heavy ground
disturbance, negating the necessity of careful mapping of any material collected. However, the limits of
any surface artifact scatter will be mapped.
Each site located will be identified by a temporary marker placed on the site. The marker will have an
identifying number in the form of "GMI-XXX". This number is a temporary field number only. Site
designations will be applied only to clusters of artifacts (whether surface or subsurface) which represent
occupation or activity areas. Isolated finds, unique features, or recent trash dumps (i.e., post-1930) will
be designated "localities". Such localities will be recorded in the field notes as to specific locational
information. Field notes concerning sites will be maintained for each crew. These field notes will
document survey conditions, vegetation cover, and initial interpretations of the cultural properties.
Given previous research in the area, it is known that prehistoric sites may exist within the Trinity River
flood plain deposits. The THC has indicated that a backhoe trench should be excavated every 100 meters.
A preliminary reconnaissance of the area indicates that only 11-13 trenches will be necessary since some
areas have already been impacted. It is estimated that no more than two days of backhoe work will be
necessary. Selected profiles will be drawn and selected samples of soil matrix will be screened from the
trench. Prior to trenching, Geo-Marine will work with 1-800-DigTess and the City of Coppell to
determine the location of all buried utilities.
Data Analysis and Report Production
The data analysis for the project shall describe and evaluate all recorded cultural resource sites, plus
analyze and present all data relative to any artifacts collected during the cultural resources survey. A
cost-effective analysis will be performed and the report will present the results in a clear and concise
manner. A Final Report will be prepared in compliance with the guidelines published by the Council of
Texas Archeologists and the Texas Historical Commission. Upon completion of the fieldwork, all field
forms, photographs, and results will be curated at Texas Archenlogical Research Laboratory.
